Position Summary:
State Chief Information Officer, Division of State Technology
The State Chief Information Officer is responsible for overseeing the development of Florida’s information technology strategic planning and the development and implementation of substantive information technology policy and standards.

Organization Background:
The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Position Responsibilities:
The CIO will be responsible for leading, in four major categories:  Leadership, Strategy, Team Development, and IT Operations.  
Leadership

  • Develop a vision, strategy, and a roadmap, and lead the IT team and its business partners in effective execution.
  • Ensure, on an ongoing basis, that current and planned technical architecture, investments and solutions are aligned with State business objectives.
  • Prepare and monitor IT operational budgets that meet prevailing objectives and constraints. 
  • Develop and execute an analytics program that will allow State leaders to make data-based decisions.
  • Build strong relationships with stategroups and their leaders across the enterprise, and develop a detailed understanding of their issues, challenges and opportunities.
  • Implement the most appropriate and effective IT organizational design to support and engage with state, county, and local governments, and the private sector.
  • Ensure transparency and collaboration between the IT organization and its stakeholders.
  • Create and operate a joint Agency/IT governance process to prioritize and approve IT investments.
  • Establish an ongoing communication process to regularly share updates on IT performance and value to delivered to the enterprise

Strategy

  • As a member of the senior management team, make a key contribution to the formulation of the State of Florida’s business and digital strategies.
  • Proactively advise the Secretary and the Executive Office of the Governor on the emerging technologies and digital trends that are most relevant to the state’s goals and evolving needs.
  • Recommend capital investment parameters, priorities and risks for enterprise-wide IT initiatives to maximize the return on investment.

Team Development

  • Hire, develop, evaluate, reward, and retain a highly-qualified team of IT professionals.
  • Foster a culture of innovation, transparency and accountability in IT.
  • Promote a “customer service” mentality at all levels of the IT organization.
  • Ensure that the organization has strong systems analysis and project management skills, and the ability to execute business-critical projects.
  • Develop and maintain a plan that provides for succession and continuity in the most critical IT management positions. 

IT Operations

  • Direct the design, planning, implementation, and maintenance of the computing infrastructure that supports the State’s operations and business applications.
  • Establish metrics for managing IT effectiveness and for measuring the impact of IT on the State
  • Establish appropriate service levels and the processes to ensure that KPIs are met.
  • Maintain oversight of all IT projects, ensuring that commitments are properly planned, staffed, monitored and reported.
  • Establish a comprehensive enterprise information security program to ensure the integrity, confidentiality and availability of relevant data.
  • Lead the design and implementation of an enterprise-wide disaster recovery and business continuity plan.
  • Establish and enforce IT policies, processes, portfolio management, development standards and methodologies.
  • Monitor the industry for developments in IT operations; evaluate and implement relevant new tools and service management frameworks.
  • Review, recommend, and oversee all vendors and managed service agreements for computing, telecommunications, IT services, and equipment.
  • Establish and operate a project portfolio management and budget management process that deploys, tracks, ad adjusts program and project resources

Candidate Profile Experience: 
The CIO’s career experience, technical skills and leadership attributes necessary for a candidate to succeed in the CIO role, in four major categories:  Leadership and Communications, Transformation, IT Operations, Professional Experience and Education are:
Required Professional Experience and Education:

  • [10] years of executive level experience in the public or private sector
  • An advanced degree in a related field, such as computer science, engineering and/or business (MBA) is preferred.  
  • IT strategic planning experience
  • Developing IT policy and standards (both fiscal and substantive)
  • Implementing IT policy and standards (both fiscal and substantive)
  • Must be a proven, effective administrator.
  • Experience leading in agile development organization.
  • Experience managing outsourcing partnerships.
  • Experience in a federated structure with matrixed leadership responsibilities.

Leadership and Communications

  • Create a clear strategic vision for information technology that supports enterprise objectives and can execute on that vision.
  • Able to work collaboratively with diverse leaders, communicate an IT vision and strategy across all levels of the organization, and build consensus around key initiatives and projects.

IT Operations

  • Knowledge of a range of technology solutions; able to select and integrate the most appropriate technologies to support the business.
  • Demonstrated ability to design and implement comprehensive approaches to cybersecurity and risk management.
  • Experience designing and managing an effective IT governance framework across the spectrum of IT service delivery.
  • Outstanding organizational skills, and the ability to manage multiple priorities in a fast paced, high pressure environment.
  • A strong background in operational and capital finances, and IT budget development.
  • Understands IT Infrastructure Library and other service management frameworks, and how to scale and implement them.         

Education: 

  • A bachelor’s degree is required.
