The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

 

Biological Scientist III-SES – Epidemiology Supervisor

This is a supervisory position within the Florida Department of Health – Hillsborough County Epidemiology Program. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing their work, approving leave, and taking disciplinary action as appropriate. Supervisor should work with data system owners to ensure that employees have appropriate access to perform their job. This position supervises the data team and case investigation section of our program, with an emphasis on thorough and appropriate public health response and interventions to prevent disease transmission. This position is also responsible for ensuring data entry timeliness, quality and accuracy.

  • Supervises staff as they conduct investigations of assigned cases of reportable diseases and ensures investigations are performed per the applicable case guidelines to surveillance and investigation.
  • Supervises the customer services provided from staff, performing record reviews, and verifying the accuracy of disease information being provided to clients and the community.
  • Supervises staff on the data as they conduct data analytics and research operations for divisions across the agency.
  • Oversees and constructs data sets to analyze, inform, identify trends, and support stakeholder decision-making.
  • Provide project management expertise working with key decision makers, and internal team members to manage continuous process improvements, workload projections, and provide technical expertise
  • Ensures all staff are trained in and implement the most up-to-date information on reportable diseases. Manages workload of direct reports and reassigns or redirects tasks as needed.
  • Develops and monitors compliance and quality assurance techniques for the quality-of-service delivery and to ensure maximum efficiency.
  • Investigates selected reportable diseases and assists in outbreak response. Conducts data management during disease outbreaks, as needed.
  • Assists the Epidemiology Program Manager (EPM) with work related to the operation and management of the program. Serves as back-up to the EPM.
  • Reports and publishes findings of special epidemiologic studies in peer reviewed journals. Presents findings at professional meetings and disseminates vital public health information to the media and the public.
  • Provides technical assistance, consultation, and training to other divisions of the health department, local health providers, public and private organizations, institutions, and groups
  • Attends training and conducts other public health related duties as required.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of communicable diseases and public health surveillance mandatory
  • Ability to perform presentations, trainings and other public speaking activities.
  • Ability to work in a team environment while managing individual tasks and assignments.
  • Ability to mentor and coach direct reports. Ability to adapt training materials to support different learning styles.
  • Strong understanding of data analysis, the ability to create meaningful reports, and the ability to effectively communicate and collaborate with stakeholders
  • Strong knowledge of relevant software and tools such as Microsoft Excel, SQL, and other intelligence and data analysis tools
  • Ability to interpret and apply emerging scientific information and evidence. 
  • Excellent communication, interpersonal, customer service, and teamwork skills

 

Qualifications:

Minimum:

  • 3 years public health experience
  • 2 years of supervisory or mentorship experience
  • 1 year of epidemiology work experience conducting communicable diseases investigations and public health surveillance
  • Valid Florida driver’s license or able to get one within 30 days of hire.

 

Preferred:

  • Bachelor's in public health or related field or MPH or MSPH with a focus in epidemiology or biostatistics. 
  • 2 years epidemiology work experience conducting communicable diseases investigations and public health surveillance
  • 3 years of supervisory and/or mentorship experience.
  • Experience creating surveys and health assessments using software (Adobe, MS Forms, MS Access, etc.), performing analysis, and reporting findings.
  • Experience with statistical software and ability to perform descriptive analysis
  • Experience with monitoring and evaluating data quality, staff performance and programmatic performance.
  • Ability to perform presentations, trainings, and other public speaking activities.
