POSITION DESCRIPTION: Acquire commodities and contractual services under bid threshold through informal quote, proposal, and single source processes through the state’s e-procurement system, MyFloridaMarketPlace (MFMP). Acquire commodities and contractual services with simple Invitation to Bid (ITB) and Request for Proposal (RFP) processes. Seek approval from appropriate Department of Transportation (DOT) representative or vendor/contractor as specified by policy, procedure, and practice. Obtain competitive quotes/proposals as requested, either by telephone or in writing. Analyze procurement requests, review specifications/scopes, provide instruction to project managers, coordinate critical events, review and evaluate quotes/proposals and issue Purchase Orders and written agreements.
Process procurements from Prison Rehabilitative Industries and Diversified Enterprises (PRIDE), RESPECT, DOT contract, Department of Management Services (DMS) state contract, discretionary, and exempt sources through use of MFMP. Conduct informal training sessions for project and cost center managers and consultant/contractor/vendors to improve understanding of the Department’s procurement process. Coordinate and manage the Agency/District Term Contracts to provide a constant and economical source of supply for materials, supplies, equipment, and services.
Serve as the District's Purchasing Card Advisor. Oversee all District purchasing card purchases. Notify cardholders, secondary account holders and approvers of changes to the rules, procedures and processes. Monitor the program to ensure compliance with rules and procedures by reviewing purchases in the PCARD Works online system on a daily basis. Assist cardholders in taking corrective action and resolution of problems. Perform Quality Assurance Reviews electronically in the PCARD Works online system. Update the Statewide Vendor File in FLAIR to be used to process p-card transactions, refunds, Right of Way payments, etc. Coordinate the 90 Day Spending Plan throughout the District and report on the appropriate system as directed.
Provide contract maintenance. Prepare and manage supplements, amendments, time extensions, change orders, and renewal of contracts and maintain files in a well-organized fashion. Compile and provide tracking/production data as requested in various forms and maintain procurement files. Coordinate with project managers, the legal office, comptroller, and consultant/contractor/vendor as appropriate to provide timely action to existing contracts. Review contracts for validity of pending action and follow through with timely, appropriate action.
Verify encumbrances, distribute contract documents, and input bid/proposal documents in the Vendor Bid System (VBS) for advertisement/posting. Enter and maintain required information in the Florida Accountability Contract Tracking System (FACTS). Provide support and training to Department staff on the input of contract documents or contract information into the FACTS database as needed.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of laws, rules, procedures and practices governing the procurement of contractual services and commodities; Ability to utilize electronic procurement systems; Ability to plan, develop and coordinate the procurement of non-complex projects for contractual services and/or commodities; Ability to work independently, plan, organize and prioritize assignments; Ability to establish and maintain effective working relationships; Skilled in the use of computer based spreadsheets, internet, databases and word processing applications; Ability to communicate effectively and appropriately both verbally and in writing; Skilled in reviewing documents for accuracy and completeness; Skilled in problem-solving techniques
MINIMUM QUALIFICATIONS: An associate's degree from an accredited college or university plus 1 year of professional purchasing experience which involved competitive procurement; Nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

A Competitive Area Differential (CAD) additive in the amount of $644.80 will be added to the annual salary.
