Specific Responsibilities:

This is an Environmental Supervisor II – SES position responsible for the coordination and monitoring of a comprehensive environmental regulation program, consisting of Child Care, Family Day Care, Assisted Living Facilities and other residential living facilities, Foster Homes, Schools, food service and other related programs including but not limited to providing consultation, training and certification of staff relating to facility design and functions in order to assure compliance with environmental standards. Work is performed under the supervision of an Environmental Administrator-SES.  Conduct regular and routine review of records and supporting documents generated by subordinate staff.  This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Has access to Health Management System (HMS) for Daily Activity Report (DAR) entry and approval.  Enters and updates information in Environmental Health (EH) database including inspections, permits, customer, and billing information.  Incumbent may view, update and release information as needed.
 

 

Coordinates centralized child care licensing functions and supervises background screening program staff in the Child Care Program.  Assists the Environmental Manager in managing programs in Child Care, Family Day Care, and other related programs.  Supervises the centralized functions of license renewal, issuance of new licenses, background screening, and data management in the child care program.  Provides information to community groups, other agencies, and the general public on child care licensing requirements and procedures. 

 

Supervises the background screening and child care licensing staff comprising at a minimum one Environmental Specialist II, and one Environmental Health Specialist.  Plans and reviews assignments, writes letters, and evaluates work of subordinates.  Reviews plans and approve applications and permitting of proposed projects. Evaluates work and total work program effectiveness.  Plans workloads, work flows, deadlines, work objectives and time utilization with employees.  Ensures timely issuance of child care licenses and approvals in keeping with applicable laws, policies, and procedures.  Acts as data manager for the child care database system(s), and provides related technical advice, assistance, and training to child care program staff.  Assists in the revision of rules and regulations for child care facilities and family child care facilities.

 

Perform the duties of contract Liaison for the Child Care Block Grant provided by the Department of Children and Families.  Conducts meetings, workshops and prepare correspondences relating to the child care licensing program and the interpretation of rules and regulations.  Represents the Program of Environmental Public Health and assists in providing staff support to the Palm Beach County Child Care Advisory Council. 

 

Coordinates the investigation of abuse-related complaints in child care facilities and family child care homes county-wide.  Supervises the investigation of complaints of unlicensed child care activity.  Supervises and ensures the production of clear, complete, and accurate reports of investigations and provision of timely responses to the complainants.  Reviews and maintains various records and reports relative to environmental surveys.  Determines primarily through observation, if general department policies are being followed.  Monitors and evaluates ongoing child care program activities to determine whether compliance with child care licensing standards is being maintained, to ensure quality control, and to recommend and prepare corrective actions as necessary.  Through training and instruction, introduce employees to new technical methods, procedures and rules in which competency is required.  Introduces changes in materials and techniques to help improve skills.  Ensures required timeliness and frequency of work assigned to subordinate staff through quarterly work planning and other appropriate strategies.  Trains, coaches, and counsels’ employees to improve the quality and quantity of work performed.

 

Assists in coordinating the enforcement of all applicable laws and regulations and recommends corrective action.  Makes necessary evaluations to determine that appropriate rules and regulations are being enforced.  Reviews and maintains various records and reports relative to environmental surveys.  Supervises and performs food borne illness investigations.  Assists the Environmental Manager in coordinating and reviewing activities of field staff.  Represents the Environmental Manager in his absence.

Qualifications:

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

  • The educational requirements as per Florida Statutes state “applicants for certification shall have graduated from an accredited 4-year college, or 
  •  University with a degree” per Chapter 381.0101 F.S.
  • The educational requirements as per the Chapter 64E-18, Florida Administrative Code, state “Applicants beginning work in a primary area of environmental health on or after September 21,1994 must have a Bachelor’s Degree from an accredited college or university.”

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Valid Driver’s License.
  • Steel safety footwear, use of hard hat and tight-fitting respirator required.
  • May require collection of fees for Environmental Program.
  • Position is required to obtain certifications in child care, large family child care, and family child care programs.
