The individual in this position provides program management for adult, travel, and children’s vaccines at all DOH-Lee sites, and first line supervision for Immunizations and Employee Health in a large County Health Department (CHD). Duties include, but are not limited to, hiring and selection of employees, developing and monitoring performance plans, conducting performance evaluations, planning and directing work, approving leave, day to day operation of Immunization clinics, responsibility for vaccine inventory, including proper storage and handling of all vaccines. This Senior Community Health Nursing Supervisor works under the direct supervision of the Assistant Community Health Nursing Director. This position has access to the following data sets: Immunization records at all DOH-Lee locations, including all field immunization records. 


Plans, promotes, coordinates, and monitors Immunization Program activities/services for the agency according to the current edition of the Epidemiology and Prevention of Vaccine-Preventable Diseases (CDC’s The Pink Book), the ACIP Recommendations, and guidelines from the State of Florida Immunization Program.

A.    Plans and directs the work of the Immunization staff at all DOH-Lee sites, including workloads, workflows, deadlines, work objectives, and time utilization.

B.     Ensures quality of services

  1. Monitors immunization procedures at all DOH-Lee sites, ensuring the correct use of VFC, Program 17, purchased vaccines, and Hepatitis-09 vaccines as needed.
  2. Develops and ensures delivery of comprehensive training program for all new DOH-Lee immunization staff.
  3. Works with Immunization staff to ensure accuracy in vaccine administration, documentation, inventory control, and to decrease vaccine waste at all sites.
  4. Assures proper documentation of immunization services into Florida SHOTS and HMS, and electronic health records if needed.
  5. Monitors vaccine use and accountability at all sites.


Manages vaccine inventory and ordering agency-wide.

  1. Assures timely ordering of vaccines to provide adequate inventory at all sites.
  2. Assures proper storage and handling of all vaccines, as per recommendations of the current edition of the CDC Vaccine Storage and Handling Guide.
  3. Assures staff is trained in vaccine storage and handling, including but not limited to recording and uploading of datalogger information as required by the Vaccines for Children (VFC) Program.
  4. Assures annual maintenance of vaccine storage units and monitoring system, including additional maintenance as needed.
  5. Maintains Vaccines for Children (VFC) Program Vaccine Management Plan, and updates it annually or more often if need dictates.
  6. Develops and maintains emergency procedures for vaccine storage and handling, including plan for off-site storage of vaccines if needed.  


Monitors childhood immunization rates, with the goal of meeting or exceeding the FDOH Immunization Coverage Goal of 95% for 4 DTaP, 3 Polio, 1 MMR, 3 Hib, 3 Hep B, and 1 Varicella (4:3:1:3:3:1) and 4 DTaP, 3 Polio, 1 MMR, 3 Hib, 3 Hep B, 1 Varicella and 4 PCV (4:3:1:3:3:1:4) immunization series for 2- year-old children for whom DOH-Lee is the primary immunization provide.

  1. Utilize monthly Reminder Recall Report to send reminders to children who are due for vaccines in the next 30 days.
  2. Utilize Televox monthly report to send reminders to children who are past due for vaccines.
  3. Provide statistical reporting to DOH-Lee Administration as requested.


Provides supervision for assigned immunization staff, according to DOH Personnel rules and regulations and the current edition of the DOH Employee Handbook and the Personnel Rules.

  1. Creates SMART expectations for employees, per DOH standards, and evaluates staff through observing their performance in various settings, monitoring their work in FloridaSHOTS and HMS, and prepares written performance evaluations. Completes annual performance evaluations for all direct reports.
  2. Completes and keeps up to date position descriptions as per DOH requirements for all direct reports.
  3. Motivates staff to improve the quality and quantity of work performed.
  4. Conducts monthly Immunization staff meetings, and staff updates as needed.
  5. Assures the accuracy and timelines of all required reports.
  6. Recommends hiring, transferring, promoting, disciplining, and termination of staff


Serves as subject matter expert and resource person for immunizations, providing technical assistance and educational support to nursing staff at DOH-Lee, and as needed to private providers and area CHDs.

  1. Promotes access to vaccines in the community for adults, children and special needs/high risk populations through the Immunization Coalition and other community partners.
  2. Updates Immunization Protocols annually or as needed.
  3. Develops and manages the Immunization Department budget.
  4. Attends monthly Managers’ meetings, and other agency meetings as directed.
  5. Participates in opportunities for learning in the areas of supervision, management, and leadership, including but not limited to, other CHD meetings, conferences, workshops, and in-service programs to update and acquire knowledge of rules, regulations, and guidelines necessary to function successfully in this position


Employee Health oversite within the department over nurse assigned as additional duty.

  1. Review of records, ordering titers, delivery of vaccines and PPD’s.
  2. Maintain a secured database spreadsheet. 
  3. Documents in HMS and Florida Shots
  4. Assist with coordination of needle sticks.
  5. Monitors Employee Flu Clinics at all Lee CHDs annually.
  6. Documents and reports all flu shots provided annually to employees.


Participate in vaccine administration in clinic and during off-site outreach events as needed, based on staffing needs and capabilities.


Incumbent may be required to work beyond normal working hours. Will perform related work as required, including overseeing unique vaccine programs that become available.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

  • Taking Confidential Information Out of the Health Department: Prior permission is granted to remove and transport confidential information from the premises of FL DOH at Lee County as defined in the current version of the FL DOH Information Security and Privacy Policy 7.
