DESCRIPTION:

This position is directly linked to the following Highalnds County Health Department Strategic Priorities:  Stakeholder Satisfaction and Community Health Improvement. Under the supervision of the Staff Assistant, the incumbent to this position provides clerical support for the WIC program within the Highlands Counties sites in Sebring, Avon Park, and Lake Placid. The assignment of Duty Station, hours and days worked are determined based on agency needs. Primary responsibilities of the position are to determine income eligibility for the program services, issue benefits to eligible participants, and lead staff member for Voter’s Registration for Highlands County. Other duties include clerical support in appointment scheduling, tracking and record maintenance.                

 

 

REQUIREMENTS:

This position will be required to work in all 3 of our sites within Highlands County; Sebring, Avon Park and Lake Placid. Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Position requires valid Florida Driver’s License and a High School Diploma or equivalency.

 

MAJOR DUTIES AND RESPONSIBLITIES:

  • Determines WIC income eligibility of potential clients through face to face interviews in accordance with the WIC Procedural Manual and FL WiSE User Manual. Performs height and weight procedures on WIC clients as per WIC Memo WIC 2014 (2nd paragraph page 2) in accordance with the WIC Procedural Manual and FL WiSE User Manual. Accurately input data results into the FL WiSE Computer System. Offers the opportunity for voter registration to each eligible participant/parent at certification per the WIC Procedural Manual and the FL WiSE User Manual.  Provides excellent customer service, phone etiquette and complaint management as defined by the Highlands County Health Department Policies and Procedures #01 Customer Service/Complaint Management (copy provided to employee).  

     

  • Evaluates program eligibility status of each WIC participant to ensure a valid benefit and/or formula issuance can be performed.  Issues WIC program benefits and/or formula in accordance with procedures outline in the WIC Procedural Manual and the FL WiSE User Manual. Able to lift and move a minimum of 25 pounds.

     

  • Obtains demographic data through telephone and face to face interviews with current and potential WIC program participants.  Inputs client data accurately and completely into the FL WiSE system. Schedules appointments for WIC program participants through the FL WiSE appointment system.  Answers questions from WIC participants and the general public regarding eligibility for the WIC program and services. Refers participants for appropriate health department services, other state programs and to applicable community agencies and organizations.  Performs follow-up activities regarding missed WIC certification or issuance appointments according to the WIC Procedural Manual, FL WiSE Guide, FL WiSE Notes and WIC Memos. 

     

  • According to the WIC Procedural Manual, FL WiSE Manual, FL WiSE Notes and WIC Memos this position instructs participants on "How WIC Works"; completes and/or updates WIC program verification of certification/identification (ID/VOC) cards; and notifies participant of their rights and responsibilities as a WIC program participant 

     

  • Attends & participates in staff/development, training, in-services and regularly scheduled departmental staff meetings. Input appointments into FL WiSE system for assigned site(s). Performs other duties as assigned to support the Mission of the Highlands County Health Department.  All timesheets, EARs, mandatory trainings, travel documents and performance evaluations are completed per department procedures by the established deadline without supervision.

     

  • Provides participants with access to literature and guidance pertaining to breastfeeding and immunizations. Under the direction of the nutritionists can provide limited amount of nutrition education information and literature and ensure proper Nutrition Education contacts and/or appointments are given in accordance with the WIC Procedural Manual, FL WiSE Guide, FL WiSE Notes and WIC Memos. Participates in nutrition and breast-feeding education activities, as well as WIC program outreach activities events.

     

  • Orders EBT Cards, Special Formula for Direct Distribution and office supplies for the assigned site. According to the WIC Procedural Manual and department guidelines maintains and completes inventory of the WIC Special Formula for Direct Distribution and WIC program EBT Cards for assigned sites.  Employee routinely performs quality assurance procedures for these activities.  Maintains accountability and security of WIC program EBT Cards, Special Formula and ID/VOC cards, and follows policies and procedures for securing participant files.

     

  • Serves as lead staff member for Voter’s Registration duties for the Highlands County WIC Program.

     

  • Participates in nutrition and breast-feeding education activities, as well as WIC program outreach activities and events.

     

  • Assists with data collection and completion of required statistical reports and logs for scheduled department reports.

     

  • Promote a culture of organizational continuous quality improvement (CQM) Expectation: Develop, implement and sustain a quality improvement processes throughout organization and programs to continuity of quality operations. Evidence: Participate in at least two departmental CQM projects which have linkage to the FDOH Strategic Plan and Public Health Accreditation sustainability. Documented in WIC staff meeting minutes

     

  • Participate in at least two community outreach events and/or community presentations per one year rating period to include active participation such as planning and/or presenting. Each event and/or presentation must include programmatic information and document outreach in outreach activity log that is given to Outreach Coordinator and supervisor by the 5th of the month the outreach was performed. Documentation of outreach is also done in EARs.

     

    KNOWLEDGE, SKILLS, AND ABILITIES ESSENTIAL TO THIS ROLE:

    Ability to perform data entry correctly; ability to reach & pull; ability to lift and move a minimum of 25 pounds; knowledge of a computer; ability to accurately file in alphabetical and numerical order; ability to read, write and comprehend; ability to verbally communicate face to face and over the phone; organization skills; ability to accurately read a tape measure down to the 1/8 of an inch.
