POSITION DESCRIPTION:  This is a Senior Management level administrative oversight position that leads, plans, directs and coordinates the District Transportation Operations Division which includes Construction, Maintenance, Traffic Operations, Materials and Research (if applicable), Safety, Operations Centers within the district and the Professional Engineer Training Program. This responsibility includes oversight of the District Construction Offices that are directly responsible for administering/inspecting all construction work, oversight of the District Maintenance Offices who manage all activities and programs related to maintenance of state roadways and structures, oversight of the District Traffic Operations Office to improve safety and mobility through application of traffic engineering principles and practices, and oversight of the District Materials Office where applicable to implement the materials program including conducting testing and research of construction products and materials.


As part of the District Leadership Team, develops and maintains communications and working relationships with all internal and external customers and partners including: contractors, consultants, elected officials, governmental agency employees, the media, and the public concerning department programs and activities.


Responsible for optimizing the utilization of human resources within areas of oversight. Functions include: identifying organizational needs and developing staff, reviews and resolves, in consultation with the Department’s HR Office, employee disputes and grievances; oversees the hiring, discipline, reassignment, dismissals, promotion and demotions of employees in the Operations area of the District.


Responsible for optimizing the utilization of the District’s Operations and work program budget to include:   development of legislative budget requests; budget allocation for cost centers supervised; budget reductions/increases within the operations area; response to Central Office/Legislature requests for impact statements, budget exercises, and other budget development and control documents; position reductions/increases; rate management; expenditure and encumbrance guidance, tracking and control.  Periodically reviews spending plans to ensure that cost centers operate within approved budgetary constraints.  


Manages non-routine matters relating to the Transportation Operations area of the District. Addresses and analyzes areas of responsibility or requests for services not normally provided.  Develop bold and innovative solutions in a collaborative setting that addresses Department Leadership expectations within the confines of available manpower, schedule and budget.

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Pursuant to Chapter 20.23, Florida Statutes (F.S.), this position requires registration as a Professional Engineer according to Chapter 471, F.S. and/or a master's degree or higher.


OTHER JOB RELATED REQUIREMENTS: Level I Background check is required for this position. Travel is required within the District area of responsibility as well as across the State. Unconventional work hours are expected and incumbent is required to carry a department mobile device and to be available 24 hours, during emergencies and other times deemed necessary by Department Leadership.
