The Work You Will Do:

The local Veterans’ Employment Representative (LVER) in a Career Center and/or Corporate environment assists with the development of the service delivery strategies for veterans and educating partner staff with current employment initiatives and programs for veterans. The LVER Government Operations Consultant II is a member of the DEO team with CareerSource Broward. 

THIS IS A VETERAN FUNDED POSITION.  Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows:  First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.) Applicants claiming veteran preference must provide a copy of their DD-214 Member 4 copy and when claiming disabled veteran preference must provide a copy of their DD-214 Member 4 copy AND statement of disability from the Veteran's Administration.  Applicants applying must ensure that required military documents, DD-214 Member 4 copy and CURRENT U.S. Department of Veterans' Affairs (VA) statement of disability letter, are submitted prior to closure of job announcement.  

Performs duties outlined in Title 38 of the United States Code (U.S.C.), 4104(b)(1)(2), as amended by the Public Law 100-323. The incumbent will assure the local office compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for Veterans.

Pay:

Your Specific Responsibilities:

The LVER GOC II performs duties set forth in Title 38 of the United States Code (U.S.C.). The incumbent will assure the local office is in compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for Veterans. This position serves as a Local Veterans’ Employment Representative (LVER) responsible for assisting with the development of the service delivery strategies for veterans and educating partner staff with current employment initiatives and programs for veterans. This position confers with the supervisor to assist in identifying improvement processes and develop solutions for the Job for Veterans State Grant (JVSG) program.

The following duties are included

 

  • Creates, develops, and implements local policies and procedures to ensure compliance with the JVSG regulations. This position confers with personnel to ensure that it is in compliance with policy and procedures set by the State Veterans Program Coordinator.
  • Provides training to LWDB staff, at both state and local level, and co-located partners on compliance with JVSG regulations and guidance, as needed.
  • Reviews programs, services, forms, and reports utilized by the JVSG program at the local and State level and confers with management to identify improvement processes.
  • Conducts outreach to employers and engages in advocacy efforts with hiring executives to increase employment opportunities for veterans.
  • Conducts job search workshops, establishes job search groups and participates in job and career fairs.
  • Works with federal contractors on recruiting of Veterans. 
  • Advocates for the hiring of disabled veterans and assists all veterans with gaining and retaining employment.
  • Creates and conduct capacity building programs for employers and veterans.
  • Facilitates and oversees veteran priority of service requirements regarding employment, training, and placement services furnished to veterans by all staff of the in CareerSource system.
  • Promotes credentialing and licensing opportunities for Veterans.
  • Provides operational oversight for all Career Center staff to include regular training on the implementation of the JVSG program at local levels.
  • Develops and implements program management procedures to ensure the provision of services to eligible veterans.
  • Maintains regular contact with community leaders, employers, labor unions, training programs, and veterans’ organizations to keep them advised of eligible veterans and spouses available for employment and training.
  • Advises eligible veterans and spouses of opportunities for employment and training.
  • In accordance with JVSG regulations, provides guidance and facilitates training of labor exchange services including intake and assessment, counseling, testing, job-search assistance, and referral and placement.
  • Assists, through automated data processing, in securing and maintaining current information regarding available employment and training opportunities for veterans and their spouses.
  • Participates in Office of Federal Contractor Compliance Programs (OFCCP) Audit information requests from Federal Government partners by providing answers, examples, descriptions of services, and other necessary information in both DEO and federal audits.
  • Consults with State and local officials on matters applicable to the JVSG program.
  • Conduct employer outreach and seminars.
  • Maintains regular contact with community leaders, employers, labor unions, training programs, and Veterans’ Organizations to keep them apprised of eligible Veterans and other appropriate organizations as directed for employment and/or training opportunities.
  • Assists with the development of the service delivery strategies for veterans in their assigned career center, as well as educating all CareerSource partner staff with current employment initiatives and programs for veterans.
  • Assists with data collection, analysis and report writing.
  • Plans and participates in job and career fairs.
  • Demonstrate strong oral and written communication skills as the position requires significant report writing and public speaking responsibilities.
  • Required Knowledge, Skills, and Abilities:
  • Knowledge of applicable regulations, Veteran Program Letters, state and local guidance, and programs/opportunities for veterans and covered persons (i.e. Federal Bonding program, Federal Work Opportunity Tax Credit Eligibility, etc.).
  • Knowledge of the laws governing veterans’ preference in employment and workforce services.
  • Knowledge of veterans’ re-employment rights.
  • Knowledge of entitlement and priorities of veterans for medical services in veteran hospitals.
  • Working knowledge using Microsoft Office applications, including Word, Excel, PowerPoint.
  • Knowledge of basic sales principles and skills.
  • Knowledge of workforce plans and business/management principles.
  • Knowledge of the principles and techniques of effective communication.
  • Knowledge of the principles and techniques of effective customer service.
  • Knowledge of the basic principles of counseling and case management.
  • Skilled in group presentations or workshop instruction and/or facilitation.
  • Ability to communicate clearly and effectively in individual and group settings, both verbally and in writing.
  • Ability to provide excellent customer service.
  • Ability to promote and market the Career Center.
  • Ability to deal with the public in a tactful, courteous and effective manner.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.

  • Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows:  First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.)  Applicants applying via the Internet must ensure that required military documentation, DD form 214 and/or current US Department of Veterans’’ Affairs (VA)/ Defense letter reflecting character of discharge is submitted prior to closure of job announcement.
  • IAW the Veterans Benefit Act of 2010, 38 U.S.C § 4102(A) (c)(8)(A) requires all newly hired LVER specialists are required to satisfactorily complete Jobs for Veterans State Grant (JVSG) training delivered by the National Veterans Training Institute (NVTI) within 18 months after the date of employment.
  • The incumbent must possess or obtain certification as a Workforce Professional Tier 1 within 60 days of employment in the position.
  • Possess a degree from am accredited post secondary educational institution, years of service may substitute on a year-for-year basis for the preferred college education. 
  • Required to travel extensively locally and must furnish own transportation.
  • The incumbent may be required to work weekends or after regular work hours at job fairs, or community meetings.

 

Preferred:

  • A Bachelor’s degree from an accredited college or university in Business, Human Services, Education, or related field.
  • Professional or nonprofessional experience in areas related to employment security: interviewing, counseling, job placement, aptitude testing and assessments, job development, or job analysis may substitute on a year-for-year basis for the preferred college education.
  • Registered in EmployFlorida.
