The Work You Will Do:

 

THIS IS A VETERAN FUNDED POSITION.  Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows:  First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.) Applicants claiming veteran preference must provide a copy of their DD-214 Member 4 copy and when claiming disabled veteran preference must provide a copy of their DD-214 Member 4 copy AND statement of disability from the Veteran's Administration.  Applicants applying must ensure that required military documents, DD-214 Member 4 copy and CURRENT U.S. Department of Veterans' Affairs (VA) statement of disability letter, are submitted prior to closure of job announcement.  

 

The Combined position of Disabled Veterans’ Outreach Program (DVOP) and Local Veteran Employment (LVER) Representative assists with the development of the service delivery strategies for veterans and educating partner staff with current employment initiatives and programs for veterans. Additionally, the DVOP/ LVER Representative will provide outreach and facilitate placements to meet the employment needs of eligible veterans and eligible spouses entitled to benefits, in accordance with priorities as determined by the Federal Department of Labor.  The Representative is a member of the DEO team in partnership with CareerSource Heartland. 

       

The Representative performs duties outlined in Title 38 of the United States Code (U.S.C.), 4104(b)(1)(2), as amended by the Public Law 100-323. The incumbent assures that the local office is in compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for Veterans.

This DVOP/LVER Representative position is located in the Sebring, Florida office within Highlands County. Most of the area is rural and part of the Florida scrub ecosystem, with smaller areas of hammocks and cypress swamps and lakes.  Sebring boasts of several award-winning museums, galleries, and art studios. Recreation opportunities in the area abound for people of all ages and include golf, hiking, freshwater swimming in our many lakes, fishing, boating, water skiing, airboat rides and other water sports.

Pay:

$40,740.00 annually or greater depending on experience

 

Your Specific Responsibilities:

Performs duties outlined in Title 38 of the United States Code (U.S.C.), 4104(b)(1)(2), as amended by Public Law 100-323.  The incumbent will assure the local office compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for Veterans.  The following duties are included in this code:

  • Conduct employer outreach and seminars to advocate for veterans.
  • In conjunction with employers, conduct job search workshops and establish job search groups
  • Facilitates employment, training and placement services furnished to veterans in CareerSource under the Employ Florida service delivery system
  • Maintains regular contact with community leaders, employers, labor unions, training programs, and Veterans’ Organizations to keep them apprised of eligible Veterans, and other appropriate organizations as directed for employment and/or training opportunities
  • Plans and participates in job and career fairs
  • Informs Federal contractors of the process to recruit qualified veterans, which may include reports and/or data
  • Promotes credentialing and licensing opportunities for veterans
  • Assisting with the development of the service delivery strategies for veterans in their assigned career center, as well as educating all CareerSource partner staff with current employment initiatives and programs for veterans, and reports.
  • Performs duties set forth in Title 38 of the United States Code (U.S.C.), Veterans Program Letter (VPL) 03-14 and VPL 03-14 Changes 1 & 2 through a case management process including:
  • Comprehensive and specialized assessments of skill levels and service needs
  • Development of an individual employment plan to identify the employment goals, appropriate achievement objectives, and appropriate combination for services for the participant to achieve the employment goals
  • Group career counseling
  • Individual counseling and career planning
  • Short-term pre-vocational services that may include development of learning skills, communication skills, interviewing skills, punctuality, personal maintenance skills, and professional conduct to prepare individuals for unsubsidized employment or training

 

Coordinates with Department of Veteran Affairs Vocational Rehabilitation and Employment (VRE) counselors to provide case management assistance to VRE (Chapter 31) special disabled Veterans and other Veterans with Significant Barriers to Employment (SBE).

Provides outreach to local organizations, such as, but not limited to local colleges, technical training centers, apprenticeship programs, and community based (non-profit - including faith-based)  to educate the organizations serving Veterans on how to identify veterans with SBEs and to refer veterans to the Disabled Veterans Outreach Program Specialist located at the Career Center

  • Knowledge of basic sales principles and skills
  • Knowledge of workforce plans and business/management principles
  • Ability to provide excellent customer service
  • Skilled in group presentations or workshop instruction and/or facilitation
  • Ability to communicate clearly and effectively in individual and group settings, both verbally and in writing;
  • Ability to promote and market the Career Center

  • Ability to prepare reports to include recording, evaluating and analyzing data

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.
