The Work You Will Do:


The Department’s Office of Technology and Information Services (OTIS) is currently seeking an Application Systems Programmer I as part of the Application Maintenance Services team.  The role of this position is to provide support to end users in the organization on how to use various types of software programs efficiently and effectively in fulfilling business objectives. This includes troubleshooting applications and software for all internal customers, such as operations, development, and other business units. The incumbent will also assist in the design, delivery, and improvement of in-house software applications, training programs and related courseware. The incumbent is also responsible for writing, coding, testing, and analyzing software programs and applications. This includes researching, designing, documenting, and modifying software specifications throughout the production life cycle. The position will also analyze and amend software errors in a timely and accurate fashion and provide status reports where required.

Your Specific Responsibilities:


Specific duties and responsibilities include:


  • Assist developers, analysts, and designers in conceptualizing and development of software programs and applications.
  • Consistently write, translate, and code software applications according to specifications.
  • Run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
  • Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts.
  • Recommend, schedule, and perform software improvements and upgrades.
  • Liaise with network administrators, systems analysts, and software engineers to assist in resolving problems with software products or company software systems.
  • Evaluate documented resolutions and analyze trends for ways to prevent repeated future problems.
  • Communicate application problems and issues to key stakeholders, including management, development teams, end users, and unit leaders.
  • Maintain and enhance performance of all new and existing software and applications across the organization.
  • Participate in the design, development, and delivery of software development training programs and individual classes.
  • Provide guidance and mentoring to junior members of the team.



Required Knowledge, Skills, and Abilities:


  • 5+ years of experience with PHP application development, leveraging PHP frameworks, preferably CodeIgniter
  • 5+ years of experience with Oracle databases with the capability to write complex queries and develop complex PL/SQL database objects, including both DML and DDL.
  • Knowledge of relational database designs
  • Experience with database query tools (i.e., TOAD, SQL Developer, SQL Navigator)
  • Knowledge of Information Systems Development Methodology (ISDM)
  • Knowledge of trends in technology relating to software applications
  • Excellent written, oral, interpersonal, and presentation skills
  • Ability to work well under pressure and meet deadlines without sacrificing quality
  • Ability to determine work priorities and ensure proper completion of work assignments
  • Ability to work independently, and in a team-oriented, collaborative environment
  • Very strong customer service orientation
  • Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems
  • Ability to establish and maintain effective working relationships with others


Minimum Qualifications:


  • College diploma or university degree in the field of Computer cience, Information Systems, or Information Technology.
  • Minimum of 5 years of work experience accumulated within the last seven years, specifically in the field of application development.
  • All positions within OTIS are considered to be positions of trust in accordance with Sections 110.1127 and 425.04, Florida Statutes.  The recommended applicant will be required to submit to and receive successful results on a background and fingerprint check.

Preferred Qualifications:


  • Experience working with the following languages: Classic ASP, Oracle Forms, and/or Java
  • Solid working knowledge of web development, including experience working leveraging XML, HTML, CSS, JavaScript, and AJAX
  • Experience with JavaScript frameworks, such as JQuery or AngularJS
  • Experience with responsive design frameworks, preferably Bootstrap
  • Experience using code repositories, preferably GitHub/GitLab/Git
  • Experience using continuous integration tools, preferably Jenkins
  • Knowledge and experience with the MVC (Model-View-Controller) architectural pattern
  • Proven experience with troubleshooting principles, methodologies, and issue resolution techniques
  • Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems
  • Familiarity with Agile Development, specifically Scrum, Extreme Programming (XP) and Kanban
  • Experience with environmental regulatory business processes and practices
