The Work You Will Do:

This posting is for an entry-level Environmental Specialist I position located at the Department of Environmental Protection's Southeast District Office, in West Palm Beach.


There is a need in the following Compliance Assurance Program (CAP) and/or Permitting areas:  NPDES Stormwater, , Hazardous Waste, Wastewater , Air, Environmental Resource Permitting/State 404 Program (ERP/404), Petroleum Storage Tanks Underground Injection Control, Drinking Water and Solid Waste. Depending on the candidate, the appropriate program areas will be assigned.


The compliance and enforcement actions in programs include conducting inspections, drafting inspection reports and any associated compliance and enforcement documents, completing all required data entry into applicable databases, reviewing data and reports, providing technical assistance to regulated entities, participating in outreach events, and investigating complaints associated to the assigned program areas.  Actively supports and works toward fulfilling the Agency’s Affirmative Action objectives.


The Permitting program processes, reviews, and drafts permits in a timely manner, and in accordance with Department metrics. For assigned projects, reviews application forms, plans and designs, operation and maintenance reports, and monitoring data; performs site inspections; prepares requests for information; and drafts permits, intents and administrative orders. 

Provides technical guidance to consulting engineers, municipal officials, and others applying for a permit. As needed, assists the Compliance Assurance Program with routine inspections or inspections to investigate complaints or suspected problems at sites. Provides support to CAP including, but not limited to, informal negotiations, preparation of Warning Letters, Notices of Violation, and Consent Orders.

This position is located in West Palm Beach, Florida. West Palm Beach is Palm Beach County's capital city and its cultural center. Your Specific Responsibilities:


Duties and Responsibilities of CAP: 

  • Conducts inspections, as defined by the specific program, pursuant to applicable Florida Statutes and Florida Administrative Code.  
  • Writes inspection reports.
  • Reviews and makes recommendations on reports, scientific, technical or legal documents.
  • Provides technical assistance as needed.
  • Keeps databases updated as required for assigned facilities.
  • Recommends enforcement actions as appropriate. Drafts enforcement documents.
  • Provides outreach/compliance assistance to facilities as needed.
  • Attends and participates in cross-training activities.
  • Other duties as assigned.

Duties and Responsibilities of Permitting:

  • Processes and reviews permit applications.
  • Engineering review of applications, certification of permits, coordination with other agencies or Department personnel.
  • Provides technical guidance to consulting engineers, municipal officials, and other interested parties.
  • Enters and updates the Department’s data management systems during/after review of applications, monitoring reports, inspections or enforcement action.
  • Works with compliance/enforcement staff by making on-site inspections of major facilities; provides technical assistance during preparation of compliance/enforcement documents; and, participates in compliance/enforcement meetings and follow-up to resolve complaints and achieve compliance as determined necessary. 
  • Schedules and participates in pre-application meetings
  • Other duties as assigned



    Required Knowledge, Skills, and Abilities:

  • Ability to understand and apply pertinent regulations, policies and procedures relating to environmental programs.
  • Ability to deal with the public in a tactful and courteous manner.
  • Ability to communicate effectively verbally and in writing.
  • Ability to evaluate, analyze and interpret scientific and technical data.
  • Ability to work independently.
  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.
  • Ability to snorkel, as needed (pertains to the ERP/404 program).

    Minimum Qualifications:

  • Valid Driver License
  • A Bachelor’s or higher degree from an accredited college or university with a major in a natural science, engineering or related field.
