The State University System of Florida Board of Governors is seeking qualified candidates for a Capital Programs and Finance Analyst within the Finance and Facilities unit of the Office of Budget and Finance.
The position serves a key role in the administration of the Capital Improvement Trust Fund (CITF); namely appropriations and capitalizing debt, as well as the development of written summary analyses of proposed university capital projects. The incumbent will work with university and legislative staff, other State agencies (typically the Division of Bond Finance and Department of Education), as well as external contacts, such as rating agencies and program management firms.
The position requires a basic understanding of financial statements, finance and capital planning, strong written communication and math skills, as well as proficiency with Word, Excel, Outlook and PowerPoint. Familiarity with credit/loan underwriting, accounting and/or state budgeting is helpful. This position reports to the Director of Finance and Facilities. Examples of responsibilities, duties and activities may include, but are not limited to:
- Helps develop the annual State University System Fixed Capital Outlay Legislative Budget Request, including scoring/ranking of Public Education Capital Outlay (PECO) projects, CITF appropriations and “back of bill” authorizations.
- Prepares written summary reports, financial analyses and agenda items for proposed university capital projects (facilities) financed via debt issuance or public-private partnerships.
- Prepares and maintains annual continuing disclosure information.
- Assists in Legislative bill analysis.
- May provide expertise in areas such as bond payments and annual year-end accounting entries/adjustments.
Bachelor’s degree in a related major and 1-2 years of experience. Lack of educational background may be offset by a minimum 5 years relevant work experience.
Preferred Qualifications:
Prefer experience in state or higher education capital planning, financial analysis, loan/credit underwriting or related field.

Hiring Range
This is a Select Exempt position. Anticipated salary range is $60,000 - $65,000 commensurate with experience and education.
