Minimum Qualifications:

  • High School Diploma
  • One (1) year of experience in procurement
  • Answers to qualifying questions must be verifiable within the work and/or educational history.
  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Solicitation – Responsible for issuing solicitations such as: Invitation to Bid, Request for Proposals, Invitation to Negotiate, and other solicitations, as appropriate. Provides information and support to agency staff in the solicitation process including developing the scope of work and other documentation. Attends pre-bid conferences (when applicable) and evaluates bid/proposals for responsiveness and responsibility of vendor submissions. Applies State Laws, Rules, and Commission Policies in the development and management of the solicitation process. Prepares and maintains required solicitation development documentation.

Requisition review/approval – Responsible in the timely and accurate processing and/or approval of purchase requisitions in the State’s automated procurement system MyFloridaMarketPlan (MFMP). Reviews for accuracy, compliance with Laws, Rules, and Commission policies.

  • Prepares reports and data analysis.
  • Assists in the development of documentation, manuals, or procedures related to the Commission’s procurement practices.
  • Attends training and conferences, as necessary.
  • Performs other duties and special projects, as required.

 

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

  • Knowledge of the principles and practices of purchasing.
  • Ability to research and analyze specifications, conditions, and regulations pertaining to bids, contracts, and/or prices.
  • Ability to apply and implement rules, regulations, policies, and procedures relating to the purchasing process.
  • Ability to put specifications, conditions and regulations pertaining to bids, contracts, and/or prices in writing.
  • Ability to maintain purchasing records.
