Position Summary:

Senior Attorney, Office of the General Counsel

The Florida Department of Management Services’ (DMS) Office of the General Counsel is seeking a senior attorney.

The senior attorney will provide legal advice and counsel to the Division of State Group Insurance. The senior attorney will also provide services as counsel and advocate for the agency, including oversight of and participation in the competitive procurement process; negotiation and drafting of contracts; drafting, review, and analysis of proposed legislation; the promulgation of administrative rules; and litigation in administrative, judicial, and appellate fora. 

This position may also serve as one of the hearing officers for the agency on certain informal hearings.  Litigation experience is required.  Experience regarding government procurement is preferred, and litigation experience in both administrative and civil fora is strongly preferred. 

This position may serve as the HIPAA Compliance officer for the agency.  Experience regarding HIPAA Compliance issues is preferred.

This position is designated as one of special trust and is subject to a national background investigation including fingerprinting as a condition of employment.  DMS provides an excellent opportunity for attorneys who thrive in a fast-paced, team-oriented environment that requires resolution of a broad array of significant legal issues.

Pay Range: $60,000 - $74,000

Position Responsibilities:

Specific responsibilities of the Senior Attorney include, but are not limited to:

  • Provide competent legal advice and counsel to the department.
  • Develop an expertise in their assigned subject area in order to give legal advice regarding agency
  • operations, litigation, rulemaking, and legislation.
  • Participate in the provision of legal representation for DMS in administrative and judicial proceedings.
  • Provide advice and work product based on a thorough understanding of the applicable law and an
  • accurate knowledge of the facts.
  • Conduct special projects, as assigned.
  • Fulfill assignments on a timely basis.

Candidate Profile Experience:

The Senior Attorney must possess the following qualifications:

  • At least one year of experience as a licensed attorney is required.
  • Excellent written and verbal communication skills.
  • Ability to work as part of a team.
  • Basic proficiency in office information technology.
  • Litigation experience.

In addition, the following qualifications are highly desirable:

  • Administrative and/or other civil litigation experience.
  • Experience with rulemaking.
  • Experience with HIPAA Compliance matters.
  • Experience with government procurement.

Education:

Juris doctor from an accredited law school is required. Candidates must also have admission to and be in good standing with the Florida Bar.

This position reports directly to a Deputy General Counsel, who reports directly to the General Counsel.
