Your Specific Responsibilities:

This position serves as Accountant for the Florida Department of Health, Suwannee Counties and performs professional accountaning working. This position is responsible for compilation of reports to satisfy data requests. This position is directly supervised by the Business Manager II- SES.  Responsible for securing the designated information set for the purposes of protecting confidentiality, data integrity and appropriate access, for all information, both confidential and public record, which is stored in hard copy or electronic formats. This position has been delegated Information Custodian for the following secure areas:  Fiscal cabinet; delegated back-up Information Custodian for the following secured areas:  Business Managers files. Processes all account payable duties daily for DOH-Suwannee per policy and procedures. Serves as back-up to DOH-Lafayette accounts payable processing.  Prepares and processes all invoices received signed and mailed to/from CHD office. Processes all accounts payable by using Purchasing card (P-card), warrant request,or AOD/MFMP. Monitors encumbrance balances and at risk encumbrances. Maintains Pcard by reconciling charges in WORKS daily. Completes the annual CFO ePayment report by the due date assigned. Serves as Certified Contract Manager for DOH-Suwannee and DOH-Lafayette.  Maintains certification with NHSC and submits application for recertification every 2 years, or as required. Maintains and complete DH1122 forms and submit MOU’s/MOAs to contract administration.  Serves as Petty Cash Custodian for DOH-Suwannee and monitors reconciliations monthly; conducts unannounced change fund audits quarterly and uploads to SharePoint at end of each quarter. Submit quarterly statements to Board of County Commissioners. Assists with submitting quarterly variance reports to the Board of County Commissioners.  Completes the annual Schedule of Expenditures of Federal Awards (SEFA) report for Suwannee and Lafayette by set deadline. Runs EAR reports at the end of the pay period for CHD staff ensuring all EARS are entered, reports to Supervisors when out of compliance. Monitors facility maintenance and services. Obtains quotes for janitorial serivces and monitors Scope of work (SOW) for janitorial services performed. Back up for maintenance facility help tickets.  Responsible for scheduling of the county vehicle’s for maintenace for Suwannee and Lafayette. Serves as back-up in the absense of the Administrative Assistant’s by preparing daily bank deposit for Suwannee and in Lafafayette as needed.  Back up to ensures the EFT (Electronic Funds Transfer) from Florida PALM are completed per disbursement procedure.  Transports the bank deposit and retrieves mail from the post office as needed, when not preparing the deposit. Assists Business Manager with reports and monitoring budget as requested.

Performs other duties as required or assigned.

Required Knowledge, Skills, and Abilities:

Ability to understand budget and contractual agreements. Knowledge of Microsoft Office Suite.  Knowledge of accounting practices, and methods of data collection and accounting skills. Possess active listening skills with problem solving/critical thinking capabilities.  Ability to prepare and maintain confidential and accurate information. Ability to work as part of a team, as well as independently. Ability to adapt, be flexible, and multitask between assignments. Ability to work efficiently in stressful environment, while exhibiting coping skills. Ability to communicate effectively, both verbally and in writing. Ability to review and edit data and correspondence with accuracy and completeness.  Ability to solve problems and make decisions. Ability to prepare financial reports, implement accounting systems, prepare, and maintain a variety of accounting records and Spreadsheets.

Qualifications:

Minimum: 

  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special need or Red Cross shelter, or performing other emergency duties, not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
