MINIMUM REQUIREMENTS:

 

A bachelor’s degree from an accredited college or university and (5) five years of professional experience, two years of which must have been in a supervisory or administrative capacity; or

 

A master’s degree from an accredited college or university and (4) four years of professional experience, two years of which must have been in a supervisory or administrative capacity. 

 

Professional, administrative or supervisory experience can substitute on a year-for-year basis for the required college education.

 

In addition, requirements under Florida Statute 633 must be met. 

 

NOTE:  THE INCUMBENT WILL BE REQUIRED TO COMPLETE THE PRESCRIBED NUMBER OF HOURS OF FIRE RECRUIT TRAINING WITHIN THE PROBATIONARY PERIOD.

JOB DUTIES:

 

The incumbent spends majority of their time communicating with, motivating, providing, or coordinating training, and directing the work of subordinates.  In addition, the incumbent must complete timely performance appraisals, develop accurate work plans, and timely approve attendance and leave for each subordinate. Incumbent has the authority to make recommendations for special pay increases, reclassifications, hiring, and disciplinary actions, when appropriate.

 

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.  Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

 

The incumbent in this position is required to be fire certified as a forestry firefighter under Chapter 633, F.S., and at any time may be required to perform the tasks of a Certified Wildland Firefighter in accordance with Florida Forest Service (FFS) Policy and Procedure 225.00, Appendix B.  This position directs all training, standards, health and safety programs for the FFS.  This position also oversees special programs within the FFS. Oversees the Florida Center for Wildfire and Forest Resources Management Training/Withlacoochee Training Center (WTC) facilities and programs and the health and safety programs for the FFS. The incumbent may be called upon to respond to large fire incidents.

 

This position will be responsible for training, standards, and safety for all programs within the FFS.  This position will develop goals and objectives and implement policies and procedures to support an efficient and effective training, standards, and safety program. 

 

Ensures that the WTC provides quality training and personal development programs for FFS personnel and other outside agencies.  Responsible for ensuring that the FFS will have a premier Wildland Fire Training Program built around the National Wildfire Coordinating Group’s wildland fire standards and a Forest Land Management Training Program that is recognized for quality training in the management of forestlands. Ensures quality fire training and forest resource instruction is provided.  These programs must provide for the enhancement of specialized and technical skills such as wildland fire and all-risk safety that is necessary to carry out a successful effort to protect and perpetuate Florida’s forest resources. 

 

This position oversees the FFS safety and health programs. Ensuring that the FFS personnel are provided timely and quality safety and health information.  Ensures that quality reviews are conducted as needed for wildfires and other incidents, including fatalities, major injuries and near-miss and incident review teams for wildfires and other incidents.  Ensures a systematic investigation and analysis of accident cause and frequency rates occur and that the FFS is working toward developing a safe, accident-free work environment on wildfires, all-risk incidents and other areas for the FFS personnel.

 

The employee is expected to provide the leadership and coordination necessary to develop, establish, and maintain a training and safety program to support and promote a highly trained and skilled suppression work force. The employee will ensure that FFS is recognized as a valuable source for training and leadership in the wildland fire and emergency response arena by other fire and emergency response agencies.
