The Work You Will Do:

Director, Office of Right of Way

 

This role leads the Office of Right of Way in the development and implementation statewide policies, procedures, standards and training.  Establishing and monitoring compliance standards.

Your Specific Responsibilities:

Develop and implement statewide policies, procedures, standards, and training in the major functional areas of Cost Estimating, Appraisal, Appraisal Review, Acquisition, Relocation Assistance, Advance Acquisition, Property Management, Outdoor Advertising Control, Logo, Vegetation Management at Outdoor Advertising Signs, Records and Funds Management and approval of Eminent Domain Litigation settlements and other payments. Develops and implements a quality Assurance Program and that ensures statewide compliance with policies and procedures for all the above areas.

 

Establish and monitor compliance standards for activities including: development of cost estimates, scheduling right of way acquisitions, appraisal and review of individual properties to be acquired, relocation of individuals pending acquisition inclusive of eminent domain, and their rights pursuant thereto, selection of accountants for preparation of businesses from the right of way by providing relocation benefits and services, notification to landowners of preparation of business damage reports, approval and payment of landowner’s invoices for appraisals and business reports, negotiations for purchase with landowners, arranging and closing negotiated acquisitions, providing for demolition of all improvements in right of way after acquisition, maintaining an inventory of all department right of way, handling the disposal or disposition of surplus property, insuring proper payment of invoice and maintain records of such payments, and approval of actions relating to payment and expenditures necessary to effectuate joint activities and district general counsels in eminent domain litigation.

 

Ensure that all compliance standards activities comply with the requirements of state law and, when federal funds are used, with the provisions of the Federal Uniform Relocation Assistance and Real Property Acquisition Policies act together with implementing federal regulations.

 

Account for the Department’s federal funds for transportation by implementing control of outdoor advertising under the Federal Highway Beautification Act. This includes monitoring, issuing permits, and generally regulating outdoor advertising on the State Highway System, including the removal of vegetation from state rights of way at outdoor advertising signs.

 

Manage staff engaged in overseeing the logo sign system on limited access highways, monitoring the development of the statewide right of way work program, and implementing the statewide training program for Right of Way Professionals.

 

Supervise occasional special projects to assist districts in acquisition, advance acquisition or rail corridor purchases and assist in real estate issues relating to utility relocation and coordination of state and federal land acquisitions.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
