Position Overview and Responsibilities:
This position reports to the Information Technology section, which provides business automation and application development solutions for a wide range of DMS business needs. The position calls for strong team involvement and an ability to collaborate and work effectively with other analysts, content managers, developers, customers and management.

 

Responsible for Enhancement, Maintenance, and Support of custom software applications, as well as the configuration and integration of Software as a Service (SaaS) solutions used within the Department of Management Services (DMS). These custom applications are web-based and developed using modern programming languages and SQL compliant relational databases. This position requires advanced-level technical expertise, strong problem-solving skills, and the ability to work independently on complex tasks.

 

Design and develop new or replacement SaaS applications to support the business operations and processing needs of DMS. Collaborate closely and professionally with business stakeholders to gather, analyze, and document system and automation requirements. Examples of work:


•    Design and model user interfaces, object behavior, database entities, and processes surrounding systems.
•    Build applications according to documented specifications.
•    Develop test plans and ensure proper execution of test plans.
•    Ensure adequate source code control and version control.
•    Train users in proper use of applications.
•    Collaborate with operating system (OS) developers to ensure proper setup and configuration of servers and databases to support the functionality and performance of web-based applications and SaaS solutions.

Respond to help desk requests related to supported applications and SaaS solutions.

 

Knowledge, Skills, and Abilities:


•    Platform & Development Expertise: Knowledge and skill in utilizing low-code/no-code development platforms (e.g., Airtable, Monday.com, Microsoft Power Automate, Salesforce) for designing, developing, deploying, and supporting custom applications, automated workflows, and integrations. Includes expertise in data modeling, custom form development, and building user- friendly interfaces and dashboards with interactive features.
•    Technical Foundations: Knowledge of relational databases and Structured Query Language (SQL), with the skill to write, test, and optimize SQL queries. Knowledge of and practical skill in applying REST APIs and integration practices to connect diverse applications and data sources. Familiarity with web development fundamentals (HTML5, CSS3, JavaScript) is beneficial.
•    System Analysis & Implementation: Knowledge of distributed computing environments and system analysis methodologies, with the ability to analyze business processes, gather technical requirements, and implement automated solutions to increase efficiency and reduce manual tasks using low-code tools.
•    Troubleshooting, Support, & Compliance: Ability to troubleshoot technical issues across platforms and distributed systems, manage multiple development and support tasks concurrently, and provide training and support to end users. Ability to ensure application security, data integrity, and compliance with applicable IT standards (including security, accessibility, and data privacy policies).
•    Collaboration & Documentation: Skill in technical documentation (e.g., procedures and user guides) and the ability to effectively collaborate with internal stakeholders, IT teams, and vendors while adapting quickly to new tools and technologies.

 


Minimum Qualifications:


•    At least two years of experience in software, web-based, or cloud-based design and development. An associate’s degree in software development or related field can substitute for experience.
•     Experience drafting professional communications.
•    Experience using the following Microsoft tools (preferred):
              Source Control
              VS Code/Visual Studio
              PowerShell
              Office 365
              PowerApps/Flows/RPA
              Power BI
              SharePoint
