Minimum Biweekly Rate of Pay $1,964.32(In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee's current rate, whichever is higher.)

 

DESCRIPTION

This position is an Operations Analyst Position in the Northeast Region of Florida

DUTIES & RESPONSIBILITIES
This position will monitor services and provide technical assistance for all residential programs in the North Region.  It will be responsible for ensuring compliance with Department policies and procedures, State and Federal Laws, Residential Rule and Contract Compliance.  In addition, this position will respond to incidents by conducting on–site initial assessments for critical safety and security incidents to ensure the safety and a security of youth and staff.  This may be required any time with in a 24-hour notice (or sooner) based on the nature of a specific incident.

Conducts site visits during traditional and non-traditional hours.  Also conducts safety and security audit reviews to ensure integrity and compliance with Florida Statutes, Administrative Rules, Departmental Policies and Procedures, and terms and conditions of the contract. Provides independent analysis and document findings. Observes, evaluates, and assesses program effectiveness, offers technical assistance, and recommends corrective actions following monitoring activities that identify program deficiencies, specifically, where the safety and security are compromised for program youth and staff.

Reviews weekly security audit reports and provides summary of findings/results to appropriate authority. Provides technical assistance to the Residential Regional Director and supervisors/managers on program and contract related issues that include program operation functions and critical safety and security incident initial assessments.

Reviews trend analysis monthly and reports findings/results to the appropriate authority.

Performs follow-up oversight to ensure implementation and completion of corrective action plans for safety and security related items as identified on the weekly safety and security audits.

Provides ongoing technical assistance and guidance to Providers throughout the Region to ensure compliance with Department policies and procedures.

Responds to inquiries and Department-tracked information requests/complaints (Whistle Blowers, Human Rights Advocacy Commission, Executive Office of the Governor, management reviews, program reviews, citizen/ parent/youth complaints, etc.) on behalf of Headquarters and/or the Regional office.

Coordinates and/or participates in meetings, committees, training events, workgroups, peer reviews, and task forces as requested.

Performs other assigned duties. 

PREFERRED QUALIFICATIONS

A bachelor's degree from an accredited college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. 

A master’s degree from a college or university can substitute for one year of the required experience.

3-5 years’ experience working with delinquent youth in a Residential setting.

Experience conducting investigations, program reviews, and program monitoring and making recommendations based on findings.

Experience working with the DJJ incident reporting system (Central Communications Center) and Juvenile Justice Information System (JJIS)

Computer Software experience such as Microsoft Office.
