Starting Salary:  $1,964.32  Bi-Weekly. (In accordance with current spending restrictions, if the appointment is an internal promotion, the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever higher.)  

JOB DESCRIPTION:

This position will act as an operations resource and report to the program area supervisor.

Tracks monitoring and deficiency identification for programs/facilities – reviews supplemental compliance monitoring summaries and annual compliance reports for programs/providers; assists program/provider with the development of Outcome Based Corrective Action Plans (OBCAP) as applicable, when deficiencies are identified; assists the program/provider in root cause identification processes, outcome measures and action steps, as well as anticipated corrective action date and person(s) responsible; receives and reviews corrective action plans to determine plan appropriateness. Track and communicate OBCAP progress and completion dates to Departmental entities and track monitoring activities to include verification monitoring and follow up through completion; responsible for approving program/provider OBVAP once complete and submitted within the Program Monitoring and Management (PMM) systems database; documenting OBCAP closure and review of verification monitoring reports/summaries; collaborates with assigned shared service program monitor for verification monitoring when required; follows given timelines for follow up, organized tasks and responds in a timely, courteous, and professional manner.; notifies supervisor of any potential problems.

Provide technical assistance when applicable for programs and facilities- conducts site visits to ensure integrity and compliance with Florida Statutes, Administrative Rule, Departmental policies and procedures and terms and conditions of contact(s); observe, evaluates, and assesses program effectiveness; recommends corrective actions following monitoring activities that identify program deficiencies; provides on going technical assistance and guidance to providers/programs to include but not limited to consultation on policies and procedures/Administrative Rule that effect program functions; liaison between programs and various branches of the Department (i.e. Facility Services, Contract Administration, Bureau of Monitoring and Quality Improvement, Office of the Inspector General/Central Communications Center, etc.); prepares documentation/reports after site visits and technical assistance when applicable; maintains telephone contacts with the program on a regular basis to promote effective information sharing, good communication and provide technical assistance when needed; performs, participates and contributes in pre and post operational reviews for providers/programs; advises appropriate administrative and programmatic staff of problems or potential problems.

Performs Regional contract activities – regional liaison in regard to Regional contract actions including Scope of Service and contract amendment(s) review and revision; participates and coordinates provider calls/meetings; provides technical assistance to Chief Probation Officers and Regional Director on contract related issues including budget, utilization, and contractual performance documentation; tracks slot/utilization and prepare reports, as requested; prepares special projects assignments relating to contractual programs, as needed; maybe required to serve on evaluation and negotiation committees and provide technical assistance regarding program design; attend meetings/conference calls associated with procurements to include but not limited to solicitation calls, briefing/debriefing calls, presentations, negotiations and program transition calls; supports Headquarters Program Operations Procurement staff with Program Scope development and Request for Proposal (RFP) addendums to include assistance with respondent questions/answers; supports Headquarters Program Operations procurement staff with preparation of Contract Initiation Memorandums (CIM); supports program operations staff acting as intermediary between Provider, Circuit Chief, Deputy Chief, and Regional Office: setting and attending meetings and follow through in regard to contract amendments; policy and rule clarification, contract language clarification, and provider identified issues and follow-up.

Coordinate and/or participates in meetings, committees, training events, workgroups, peer reviews, and task forces as requested. – participates in various task forces, workgroups and committees as requested; participates in community outreach meetings, such as circuit advisor boards, regional program area meetings; coordinates conference calls with assigned manager for implementation of new program Pre-Operational and Post-Operational reviews and follow up or transition/closure of an existing program; communicates with and coordinates efforts, as needed, with various state and local agencies; coordinates and provides training as requested; performs duties as a ARISE Foundation Liaison.

Review policies and procedures from Headquarters.

Participate in special projects as assigned; provides training to new program operations staff and provide consultation with other program operations staff; Regional Liaison as it relates to Juvenile Assessment Centers, Juvenile Diversion Alternative Program, Intensive Supervision, Conditional Release, Day Treatment and Probation Services; performs backup duties to the supervisor.

MINIMUM QUALIFICATIONS:

This position requires a high school diploma. 

A valid driver's license is required.

Knowledge, skills and abilities, including utilization of equipment, required for the position.

Knowledge of State and Federal rules and regulations.

Knowledge of Leadership Skills.

Ability to problem solve.

Ability to maintain relationships with external community, as well as co-workers and subordinates.

Ability to work independently,

Ability to communicate with excellent communication skills.

Knowledge of Juvenile Justice Information System (JJIS).

Knowledge of Agency and State Policies and Procedures. 

PREFERRED QUALIFICATIONS:
A minimum of three (3) years of professional experience preferably in youth delinquency.

This position may require traveling.
