Minimum Biweekly Rate of Pay $1,745.46 (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)
DUTIES & RESPONSIBILITIES

Monitors state-operated and Contracted Provider facilities/services.

Conducts site visits to ensure integrity and compliance with Florida Statutes, Administrative Rule, Departmental policies and procedures and terms and conditions of the contract. Observes, evaluates, and assesses program effectiveness. Recommends corrective actions following monitoring activities that identify program deficiencies. Receives and reviews corrective action plans to determine plan appropriateness. Performs follow-up monitoring to ensure implementation and completion of corrective action plans.

Reviews all program/facility reports for trend analysis and provide coaching assistance when necessary.

Provides ongoing technical assistance and guidance to Providers to include, but not limited to, consultation on policies and procedures/ Administrative Rule that effect program functions. Liaison between programs and various branches of the Department (i.e. Facility Services, Contract Administration, Office of the Inspector General [OIG], Central Communications Center [CCC], etc.)

Prepares written reports following monitoring activities.

Maintains telephone contacts with the program on a regular basis to promote effective information sharing, good communication and provide technical assistance when needed.

Performs pre- and post- Operational reviews for new programs.

Participates in special team monitoring as indicated by the needs of the program.

Develops monitoring plan of contracts and/or facilities.

Advises appropriate administrative and programmatic staff of problems or potential problems

Responds to inquiries and Department-tracked information requests/complaints (Whistle Blowers, Human Rights Advocacy Commission, Executive Office of the Governor, management reviews, citizen/parent/youth complaints, etc.) on behalf of Headquarters and/or the regional office.

Obtains information for the Incident Complaint Disposition information for Office of the Inspector General (OIG).

Conducts inquiries into incidents and/or issues in programs as assigned. Provides technical assistance and on-site response as needed. Prepares all related reports and recommendations for corrective action and performs ongoing monitoring of corrective actions.

Follows given timelines for follow-up, organizes tasks and responds in a timely, courteous, and professional manner.

Completes written reports in a final draft that is clear, concise, complete and accurate.

Notifies supervisor of any potential problems

Coordinates and/or participates in meetings, committees, training events, workgroups, peer reviews, and task forces as requested.

Participates in various task forces, workgroups, and committees as requested.

Communicates with and coordinates efforts, as needed, with various state and local agencies.

Coordinates and provides training as requested

This position will conduct multi-disciplinary case conferences and placement planning for youth recommended for commitment to the department.

This position will also be responsible for coordinating placement planning within existing commitment resources as well as utilizing and ensuring all appropriate data is entered into the Juvenile Justice Information System (JJIS) as needed. Prepares all related reports and recommendations for corrective action and performs ongoing monitoring of corrective actions.

Ensures compliance with state regulations regarding multi-disciplinary case conferences and placement planning for committed delinquents.

Utilizes Juvenile Justice Information Systems (JJIS) to assess program performances, evaluate trend data, and develop appropriate management strategies.

Coordinates region activities required to reduce the number of committed youth awaiting placement. Visits local commitment programs.

Trains and provides technical assistance to other region staff in the areas relating to the commitment and placement planning process.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of: Applicable state regulations and region procedures; case conference procedures; JJIS; basic training techniques

Ability to: coordinate assigned tasks with other agencies; communicate effectively; access and input data in JJIS; analyze complex data and to design and implement appropriate performance strategies; organize and direct a multiplicity of related tasks and activities; exercise time management techniques. Must be proficient in software applications supported by the Department to include all components of Juvenile Justice Information System; Residential Services Management System (RSMS) and Central Communication Center (CCC); and Microsoft Office.

Florida Driver's License is required.
PREFERRED QUALIFICATIONS

A bachelor's degree from an accredited college or university and professional experience reviewing program operations and providing oversight to programs. 

5 years of experience working with the juvenile justice system either in the community, residential programs, or program support and oversight.

Computer Software experience such as Microsoft Office.

Valid driver's license is required.
