Job Description

The person assigned to this position shares responsibility for designing and conducting policy analysis and program evaluations of public schools. This is a highly specialized position requiring analytic skills combined with in-depth knowledge, skills, and attitudes regarding equity and civil rights compliance. It also requires the ability to develop and deliver technical assistance and other presentations in a form understood by the customers.

Duties and Responsibilities

  • The person assigned to this position to this position has a major responsibility for developing, implementing, and administering statewide technical assistance and training in a variety of equity and access compliance topics.
  • The person assigned this position shares responsibility for designing and conducting policy analysis and program evaluation of public schools. This is a highly specialized position requiring analytic skills combined with in-depth knowledge, skills, and attitudes regarding compliance with state and federal laws. It also requires the ability to develop and deliver technical assistance and other presentations.
  • Identifies, conceptualizes, and conducts special evaluation reports relevant to compliance with state and federal laws, public schools, vocational technical centers, and state-operated schools.
  • Conducts on-site reviews and evaluations and prepares related reports of public school districts to review and evaluate the effectiveness of educational programs, services and activities. This includes reviews and evaluations conducted under the Methods of Administration for Vocational Education Programs and under the rules implementing the Florida Educational Equity Act.
  • Conducts on-site reviews and evaluations of public school districts and reviews and evaluate the effectiveness of methods and strategies designed to increase the participation of students in programs. This position has specific responsibility for monitoring compliance of school districts.
  • Provides leadership and support to the identified district contacts.
  • Assist in the implementation of the specific functions assigned by the Florida Educational Act.
  • Performs related work as assigned by the Vice Chancellor for Strategic Improvement and the Chancellor, Division of Public Schools.
  • Prepares detailed analysis of current state and federal statutes, rules, regulations, and other policy statements, and identifies needed revisions in the statutes, rules and policy affecting educational programs.
  • Assist in the preparation of detailed policy and data analysis, reports and evaluations on the status of educational programs for the Commissioner, the State Board of Education, the Legislature and local bords in order to determine the impact of those programs.
  • Other assigned duties and responsibilities.
  • The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.
  • The employee must interact courteously with others.
  • The employee performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and moral of the unit.

Knowledge, Skills, and Abilities

Knowledge of laws, rules, policies, and procedures relating to educational programs. Knowledge of techniques for planning, implementing, or evaluating educational programs. Ability to understand, interpret and apply applicable rules, regulations, policies, and procedures. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with others. Ability to deal effectively with a variety of people.   

 

Minimum Qualifications:

  • Four to six years of professional experience working with program review within school and districts.
  • Ability to communicate effectively including verbal and written communication.
  • Ability to travel.

  • BACKGROUND SCREENING REQUIREMENT
