This advertisement is for a SES (Selected Exempt Service) position location to be determined within Region II Offices. 

 

Salary: $73,966.10 annually

 

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

 

SPECIFIC DUTIES & RESPONSIBILITIES:

 

  • Provides local oversight of the daily operations of all in-prison substance abuse treatment programs within the designated geographical area(s) based on the program model(s) for each location, on behalf of the Contract Manager. Conducts comprehensive program evaluations on all in-prison substance abuse treatment programs within the geographic area(s) of responsibility to ensure the quality, efficiency, and productivity of services. Conducts all corrective action follow-up. Ensures timely and accurate entry of inmate treatment data into the OBIS.
  • Oversees all aspects of contract compliance, on behalf of Contract Manager, including but not limited to staff background checks, program scheduling, staffing levels and vacancies, reportable incidents, and program curricula. Provides technical guidance to substance abuse treatment personnel related to treatment delivery in compliance with contractual, programmatic, grant requirements (as applicable), and department procedures, and liaise with regional directors and wardens to resolve programmatic issues and concerns. Reviews and evaluates program outcomes and effectiveness.
  • Oversees and provides clinical supervision of the Department operated substance abuse treatment program, as assigned.
  • Works with Classification staff at each institution to ensure full utilization of available treatment slots in accordance with Department procedures and directives. Monitors and reviews expenditures for services and equipment to ensure that funds are used efficiently. Makes budget recommendations to the Bureau of Substance Abuse based on in-prison substance abuse treatment needs. Evaluates all billing statements submitted by contracted providers in accordance with contractual and grant (as applicable) requirements.
  • Directs and supervises employees, monitoring daily activities. Evaluates employee performance and develops performance improvement plans as necessary. Counsels, motivates, and guides staff in daily performance of their duties. Collects and prepares recommendations for disciplinary action against employees believed to have violated departmental rules, policies, or procedures. Ensures staff compliance with mandated training requirements. Reviews and approves requests for leave, ensuring workload coverage. Reviews authorization to travel and travel vouchers. Interviews applicants for employment and makes recommendations for hiring. Disseminates new policies and procedures to staff as appropriate.
  • Reviews authorization to travel and travel vouchers. Interviews applicants for Substance abuse contract employment and makes recommendations for hiring. Disseminates new policies and procedures to contract substance abuse staff as appropriate.
  • Participates in the development of requests for proposals and/or invitations to bid for in-prison substance abuse treatment services. Participates in the evaluation of proposals, as requested.
  • Participates in the development of policies and procedures governing the operation of in-prison substance abuse treatment services.
  • Evaluates current levels of inmate substance abuse treatment programming, evaluates programming needs, and makes recommendations for enhancement, expansion and/or modification.
  • Represents the Bureau of Substance Abuse in meetings and work groups. Assists in coordinating substance abuse training for department and contracted staff.

  • A Certified or certified eligible through Fl Certification Board – Certification in Addictions Counseling (CAP/CCJAP)
