Your Specific Responsibilities:
Determines that all calculations and/or field measurements for pay quantities are complete and mathematically correct and are substantiated by field records (Tally Sheets, Field Books, Plan Dimensions) or other forms of acceptable site source records utilizing risk based statistics for all assigned projects.
Establishes that quantities are summarized, area computer outputs and cross sections are verified and coordinate bound. Verifies that the final quantities have been correctly transferred to the final estimate form. Determines that placement of various pay items appear reasonable when correlated with limits of other pay items in the vicinity. Verifies that the final plans reflect the revised pay items. Receive and compile material certification submittals to location Materials Office upon completion of projects. This includes research into Laboratory Information Management System (LIMS) for missing, incomplete or failing test results.
Audits assigned Final Estimate packages for completeness and accuracy, including multiple complex projects, and ensures conformance with contract documents and specifications and Department procedures. Makes technical geometric and mathematical calculations. Prepares a Post Audit Review (PAR) report on each submittal detailing errors and omissions, if any. Receives and inventories the Final Estimate submittal packages for completeness. Prepare reports as necessary, including to update District Final Estimates Manager of PAR results. Maintain spreadsheet of all passed projects that includes construction time and money measures. Draft report with explanations of any project exceeding these measures for submission to the District Construction Services Manager.
Processes final estimates to update quantities to match the Comp Book , before final estimate package is forwarded to District Construction Final Estimates Office. Processes offer of final payment and advises contractors of tentative quantities.
Perform all administrative functions necessary throughout project lifecycle from initial submittal of final estimates package to final closeout (including Federal Highway Administration (FHWA) closeout). This is to include the processing of unpaid bills, as-built plans, subsequent payments after Offer of Final Payment, sublet agreements, required correspondence, qualified acceptance letters (with disputed items) and Form 21-a. Ensure all project documentation has been scanned into Electronic Document Management System (EDMS). Manage records and prepare for destruction of final estimate files when statutory and procedural timeframes are met.
Utilizes information developed by Project Administrators, processes monthly and progress project payments to contractors including back checking for quality assurances and problem-solving errors and nonpayment notices as needed.
Acts as Site Manager Coordinator for designated projects. Updates contract authority adds equipment and personnel lists to contracts. Conducts "Kick-Off" meeting with Project Administrator and staff, highlighting and discussing pay items and any unique aspects of the upcoming project.
Performs on-site field reviews on project sites for all active construction projects to assist project personnel in preparing and obtaining procedurally correct records and documentation for final pay records. Prepare for, participate in and present necessary information at the semi-annual Final Estimates and Contract Administration meeting.
Serves as the liaison between Final Estimates office and project field offices. Train and guide personnel involved in Final Estimates (both in-house and consultant) in both Engineering Audit and Administrative process functions of Final Estimates. Schedules field reviews with junior Final Estimates staff for completeness of documentation or quality assurance.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of Department policies and procedures relating to Final Estimates.
- Knowledge of Final Estimates Process and Manuals concepts, terminology, principles and analytical techniques of Final Estimates.
- Knowledge of engineering design, construction, production and/or operations.
Skills in:
- Skill in using engineering tools, equipment and/or instruments.
Ability to:
- Ability to analyze and interpret engineering data.
- Ability to solve problems relating to engineering.
- Ability to perform engineering inspections.
- Ability to apply engineering quantitative techniques.

Licensure/Registration/Certification Requirements:
- This position requires certification in Final Estimates Level I and Level II through the Construction Qualification Program (CTQP). Must obtain within six (6) months and maintain thereafter.
Other Job-Related Requirements:
- This position will be required to respond before, during and following emergency situations.
Minimum Qualifications:
- A high school diploma or its equivalent; 2 years experience in a related field can substitute for the high school diploma or its equivalent.
