Duties and Responsibilities

This position is responsible for strengthening and supporting partnerships with Clerks of Court, Law Enforcement Agencies, State Attorneys, and other governmental and private organizations partnering with the Department of Safety and Motor Vehicles.  This position is also responsible for working to strengthen the integrity of driver license and motor vehicle record systems through quality assurance, monitoring, compliance and support activities.  In addition, the position is responsible for identifying potential weaknesses, recommending changes and enhancements and working with management to resolve these issues.  This position is authorized to monitor the use of the DAVID System and the Traffic Citation Accounting Transmission System {TCATS) programs in an assigned geographic region, which includes providing training, presentations, technical assistance, and conducting audits of agencies and courts in assigned regions.  These audits are to ensure the agencies account for Uniform Traffic Citations and legitimate DAVID usage in accordance with statutes, rules, and procedures promulgated by the department.  Also, authorized to coordinate and/or develop and implement changes of department policy and procedures relating to Intra Agency programs.  This position is further authorized to serve as a field liaison officer representing the department in court by providing expert testimony on driver license and motor vehicle record issues and highway safety matters.

 

Knowledge, Skills, and Abilities

  • Knowledge of state law, state statutes, court procedures and processes, and agency rules.
  • Ability to understand and effectively convey process and quality improvement techniques or methods.
  • Knowledge of the Criminal Justice System and Florida traffic laws. 
  • Ability to conduct training and provide audio/visual presentations to various audience groups.
  • Proficient in the use of Excel, PowerPoint, SharePoint and Microsoft Word.
  • Knowledge of auditing fundamentals.   
  • Knowledge of methods of compiling, organizing, and analyzing data.  
  • Ability to conduct research, work independently, and utilize problem-solving techniques.
  • Ability to prepare comprehensive reports and correspondence.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively, both verbally and in writing. 
  • Skill in planning, organizing, and coordinating work assignments.
  • Strong teamwork and interpersonal skills. 
  • Ability to understand, apply, and interpret applicable rules, regulations, polices, and procedures relating to web-based applications and specialized database applications (i.e. TCATS/CCIS, Motorist Maintenance, DAVID System, FRVIS, FDLIS and FIRES Crash Portal). 
  • Ability to monitor external agencies compliance with system access standards, policies, and procedures. 
  • Ability to provide exceptional customer service.

 

Preferred Qualifications
Preference will be given to candidates with the following:

  • Experience using Driver and Vehicle Information Database (DAVID),
  • Experience using Florida Driver License Information System (FDLIS)
  • Experience using Comprehensive Case Information System (CCIS), and/or Traffic Citation Accounting Transmission System (TCATS). 
  • Experience using Microsoft Word or Microsoft Excel,
  • Experience preparing memos and reports.
  • Customer service experience.

 

Job Related Requirements

  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes.  Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.  
  • This position requires the incumbent to have and maintain a valid driver’s license in good standing. This means there can be no cancellations, suspensions, or revocations for a minimum of three years prior to employment and for the duration of employment.  There can be no more than three chargeable crashes or any violation of Chapter 316, Florida Statutes, during any consecutive three-year period prior to and throughout employment.
  • This position requires occasional heavy lifting; applicants must be able to move and lift up to 30 pounds.
  • Extensive day travel and occasional overnight travel will be required.

 

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI.  Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month.  All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
