Reviews and recommends administrative policies, procedures, guidelines and related directives to be implemented throughout the Residential Facilities. Monitors and evaluates operational functions and activities to ensure compliance with federal, statewide and facility wide standards, regulations, protocols and operating procedures. Identifies any potential problems or deficiencies. Investigates, assesses, analyzes and makes recommendations to resolve issues and problems. Provides direction and assistance to facility staff in the oversight and operation of residential service programs and responsibilities. Consults with facility administrative staff and program managers to resolve programmatic, administrative, and operational issues and problems. Performs first hand, on site analysis of operational problems of service programs; serves on interdisciplinary staff teams to develop optimum resolutions; carries out the implementation and follow up of corrective action plans and procedures.

Directly supervises and monitors the activities of the Social Services Counselors and Residential Services Supervisors to ensure their duties are completed in accordance with required state, federal, and Medicaid standards. Selects staff to fill vacant positions and provides facility orientation. Monitors timesheets, investigates and implements any necessary disciplinary action and develops standards of performance for each incumbent of these positions. Performs random reviews of the Shift Communication Books and money logs to ensure proper documentation and accountability. Monitors home staffing ratios and assists with staffing issues or after hour emergencies.

Attends Interdisciplinary Team meetings (IDT), Individual Support Plan (ISP) meetings, Placement and Transition Meetings and provides consultation. Monitors active treatment during routine rounds on the homes, after hours and center wide activities. Monitors formal skill acquisition training programs. Reviews data sheets to ensure proper documentation of the behavior data and program data.

Maintains compliance with state, federal, and Medicaid regulations to ensure the required standards are met. Assists with the development and implementation of the appropriate corrective action plans. Monitors and ensures the corrections to any deficiencies are achieved within established timelines.

Provides training to facility staff to ensure effective delivery of residential services, to include supports for the safety, health and welfare of the residents, and assure compliance with the appropriate rules and regulations. Ensures staff compliance with mandatory training.

Conducts preliminary investigations of resident incidents and abuse allegations. Acts as liaison and conducts routine meetings with assigned groups to enhance the operation of the facilities. Provides Qualified Intellectually Disabled Professional (QIDP) coverage as necessary. Compiles the Vehicle Mileage Reports and tracks the completion and dissemination of the Resident’s Home-Monthly Community Outing Calendars. Processes Worker’s Compensation Claims and ensures Supervisor’s Accident Investigation Reports are completed accurately and submitted timely to the Worker’s Compensation Coordinator or designee. Coordinates, develops and distributes the ISP/IDT schedules. Assigned timekeeper.

Performs related duties as required.

MINIMUM REQUIREMENT(S)

A valid Florida Driver’s License. (If initially hired with an out-of-state license the Florida resident must obtain a valid Florida State driver’s license within 30-days of hire. License suspended or revoked for any reason, work permits (Business purpose/Employment/Education only license) and some types of restricted license are not acceptable. License that have “Corrective Lenses Restricted,” are acceptable, provided the driver wears the corrective lenses while operating the vehicle.

PREFERRED EXPERIENCE

An Bachelor’s degree or higher in a health field, behavioral or rehabilitative sciences, music therapy/education, physical education or therapeutic recreation. Allied health field, Criminology, Human Science Degree, Health Science.

Substitution: Four years’ experience providing care and treatment for people with developmental disabilities.

WORK SCHEDULE

This position is located at a 24- hour facility.  Working hours: 8:00 a.m. to 5:00 p.m. Regular Days Off: Saturday and Sunday.

Employees may be required to work additional days/hours based upon the needs of the home and center.  This includes, but is not limited to:  center activities, holidays, and emergency situations.
