Minimum Qualifications:
A bachelor's degree from a college or university and five years of experience in computer systems analysis and/or computer programming, three years of which must have been in systems programming; or

A master's degree from a college or university in one of the computer sciences or management information systems and four years of experience in computer systems analysis and/or computer programming, three years of which must have been in systems programming; or

A doctorate from a college or university in one of the computer sciences or management information systems and three years of experience in systems programming; or

Seven years of experience in computer systems analysis and/or computer programming, three years of which must have been in systems programming and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.

Experience in computer systems analysis and/or computer programming can substitute on a year-for-year basis for the required college education.

Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required computer systems analysis and/or computer programming experience.

 

 

Preferred Qualifications: Preference may be given to candidates with the following qualifications:

Five or more years of hands-on experience with SQL (SQL Server, Oracle), MS Visual Studio and advanced development techniques such as ASP.NET Core, Web Forms, DevOps, Web Services, JavaScript, HTML5, Bootstrap, jQuery. Experience with Google Maps API or ESRI API is preferred but not required. 

 

Requirements:

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Position Overview and Responsibilities:

FWC is seeking a motivated, collaborative individual with the skills and enthusiasm to serve as the Systems Programmer for the Florida Shorebird Program. This is an exciting opportunity to work with a dynamic, enthusiastic, and dedicated data team to provide software support for the program.  As the sole software developer, you will work with the program leader, database engineer, database architect, data quality specialists, and research scientists to maintain and enhance software solutions that are leveraged by the program to support a multitude of data workflows.  The Florida Shorebird Program is a mature research program that has been in place for 15 years. Over 1,000 stakeholders collect and report data following a rigorous, standardized field survey protocol.  Our custom software systems are designed to support a variety of data entry, editing, and data distribution workflows.

Designs and implements data entry and retrieval interfaces for a web-based data application using C#,  SQL Server, and the .Net platform; performs maintenance on existing application functionality as needed; modernize the application from ASP.NET Web Forms to the latest ASP.NET Core platform; prepares printed and online technical documents; participates in a cross-divisional application development team; integrates work activities with those of the FWC Office of Information Technology. 

 

Position is funded by a multi-year grant (7 years) that requires annual renewals

 

Knowledge, Skills and Abilities:

Knowledge of agile application development techniques

Knowledge of data interface design principles and practices

Knowledge of Object-Oriented Analysis and Design (OOAD)

Knowledge of relational database structures and theories

Experience developing web-based data entry applications

Ability to program in an object-oriented programming language such as C# 

Ability to program web applications with ASP.NET Core, Web Forms and associated platform technologies (HTML, JavaScript, Razor Pages, Blazor, etc.)

Ability to program in Structured Query Language (SQL)

Experience using the Google Maps API

Experience using Azure DevOps Repos, Boards, and Pipelines

Experience using Azure Cloud Services

Ability to plan, design and implement applications for the solution of scientific, mathematical and technical problems

Ability to create and leverage SQL stored procedures, triggers, and functions
Ability to identify and define user needs
Ability to plan, organize, coordinate, prioritize and complete work assignments
Ability to complete tasks, analyze and resolve problems
Ability to communicate technical information effectively verbally and in writing
Ability to establish and maintain effective working relationships
Ability to work effectively both independently and as part of a team
