Job Title: Statewide Behavioral Health Consultant Specialist
This position is a Statewide opportunity and will report to a Department of Children and Families office in person.
The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
Within SAMH, the staff ensure that individuals and families have timely access to prevention, treatment, and recovery support services across the region. They collaborate with local providers, community partners, and key stakeholders to identify service gaps, enhance resource availability, and promote continuity of care. The Regional Offices monitors program performance addresses barriers to service delivery and fosters cross-system collaboration to strengthen the regional behavioral health network and improve overall outcomes for the communities served.

This is a highly responsible and professional position that will serve as the Statewide Behavioral Health Counselor Analyst. This position will collaborate with each section within the Behavioral Health Counselor (BHC) regional offices and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
Specific Duties and Responsibilities include:

Conducts various research activities regarding behavioral health including evidence-based practices and models, activities in other states, grants, and other funding opportunities.

Gathers information provided by partner agencies, community stakeholders, each Regional Collaborative about behavioral health activities and the outcomes of established goals for the regional report.

Provides technical support and data analysis related to the BHC unit.

Produce statewide reporting templates for managing entities to submit to the Department.

Coordinate all complaints/inquiry reports statewide with a comprehensive report and develop Matrix for all BHC activites to be able to present to the Assistant Secretary.

Assist statewide regional director with developing and presening on LBRs for upcoming legislative sessions.

Analyze trends with the BHC team to help bridge gaps within our system of care with child welfare.

Work with BHC supervisors and staff to assure all reports are comprehensive

Work with the IT team to keep all data system and inquiry systems up to date with program needs
-
Escalate complex problems to higher management or relevant departments when required.

Cultivate sustainable relationships.
-
Performs other duties as required to meet program and departmental goals and objectives.
Emergency Response
In response to emergency events, the incumbent may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the position description. Deploy to communities affected by natural disasters within 24-48 hours of impact to represent the organization to promote and implement post-disaster services.

Assess the impact, needs and assist with the development of a response strategy and goals for the impacted community and implement disaster response plans.

Coordinate psychological and mental health resources and services for individuals, first responders, and communities impacted by disasters.

Provide critical information to the Regional Director and Director of Regional Operations and Initiatives.
Knowledge, Skills and Abilities:

Demonstrate excellent leadership and project management skills, with the ability to multitask, problem-solve, prioritize, delegate, and develop effective systems and processes.

Strong written and verbal communication skills are essential.

Knowledge of Florida’s substance abuse and mental health services system, as well as the statutes, regulations, and policies governing both community and facility-based services.

Ability to develop manuals, policies, procedures, and standards; evaluate service quality and regulatory compliance; and produce high-quality written materials under tight deadlines.

Proficiency in software such as Microsoft Word, PowerPoint, Smartsheet, Microsoft Office, Excel, and PivotTables.

Skilled in data collection and organization, maintaining digital files, and preparing professional correspondence.

The ability to work independently, apply problem-solving techniques, and plan and coordinate work assignments is critical.

Effective interpersonal skills and the ability to establish and maintain professional working relationships, along with the capacity to facilitate or participate in statewide meetings and travel as necessary.
Minimum Qualifications
-
A bachelor's degree from a college or university is preferred and four years of professional experience in business, education, training, human resources, public administration, or a related field.

Four years of professional experience in business, education, training, human resources, public administration, or a related field.

A master's degree from a college or university can substitute for one year of the required experience.
-
Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
Preference will be given to applicants who have:

Professional experience with business and/or technical writing.

Professional experience with research and analysis.

Experience implementing and managing complex projects as well as a clinical background in behavioral health.

Experience managing diverse stakeholder groups, experience reviewing literature and interpreting data, and experience facilitating public meetings.
