Position Overview
INTERNAL AGENCY ONLY
The Florida Department of Children and Families (DCF) is seeking a results-driven and analytical Strategic Initiatives Analyst to join the Office of Contracted Client Services (OCCS). This role serves as a trusted advisor and project lead to the Chief Procurement Officer (CPO), advancing department-wide procurement modernization, operational efficiency, and compliance.
The analyst will lead strategic initiatives, conduct process improvement projects, and support cross-bureau coordination within OCCS — including Procurement, Contract Administration, Contract Oversight, and Contract Accountability — ensuring consistency, compliance, and innovation across all contracting functions.
Key Responsibilities
- Strategic and Operational Analysis:
Develop and implement policies and procedures that strengthen DCF’s contracting and procurement operations. Collect and analyze data to evaluate program efficiency and recommend improvements across OCCS bureaus. - System Implementation and Oversight:
Support the implementation and administration of the Contract Management System (CMS), serving as liaison between OCCS, IT, and program areas. Configure system roles, monitor data integrity, and coordinate enhancements or issue resolution. - Cross-Bureau Collaboration:
Partner with OCCS bureau leadership to harmonize procurement and contract management practices. Analyze workflow processes across Procurement, Contract Administration, Oversight, and Accountability units to identify gaps and develop standard solutions that promote consistency and efficiency. - Performance Monitoring and Reporting:
Collect and interpret contracting and procurement data to prepare dashboards, reports, and performance summaries for executive leadership. Track key metrics and compliance measures across bureaus. - Training and Technical Assistance:
Provide guidance to Department staff on contracting policies and procedures. Develop reference materials, training tools, and communications to clarify processes and ensure understanding across OCCS operations. - Special Projects and Policy Development:
Lead or support high-priority initiatives assigned by the CPO, such as process redesign, policy modernization, and contract risk analysis. Develop project plans, document findings, and present recommendations to executive leadership.
Knowledge, Skills, and Abilities
- Comprehensive knowledge of OCCS processes and bureau functions, including:
- Solicitation Administration Bureau: Solicitation drafting support, competitive procurement methods, evaluations, negotiations, and vendor selection processes.
- Contract Administration Bureau: Contract Manager guidance, statute/rule requirements, training, and contract activity procedures.
- Contract Oversight Unit: Administrative monitoring, compliance tracking, and reporting mechanisms.
- Purchasing Administration: Purchase Order, p-cards, and cell phones.
- Strong understanding of state procurement laws and rules, including Chapters 215, 216, 287, 402, and 409, F.S., and Rule 60A-1, F.A.C.
- Expertise in data-driven analysis, policy evaluation, and process improvement.
- Excellent communication and report-writing skills.
- Knowledge in contract management systems and related analytics tools.
- Ability to organize, interpret, and present complex information logically and concisely.
- Skilled in cross-functional collaboration and change management within a large, complex organization.
Qualifications
- Experience in government procurement, contract management, or process improvement.
- Familiarity with OCCS operations, DCF contracting procedures, and statewide procurement systems (MFMP) preferred.
Working Conditions
- Schedule: Monday–Friday, approximately 8:00 a.m.–5:00 p.m. (40 hours per week).
- Location: Tallahassee Headquarters.
- Background Screening: Level II background and fingerprinting required.
