The Bureau of Parks District 3 is looking for a self-motivated park service professional to fill an Operations & Management Consultant Manager position.  The applicant must possess good administrative skills, be able to work independently and assist the Bureau Chief in the overall management and administration of bureau operations.  The applicant must be able to travel for work-related duties. 

Assists the Bureau Chief in the overall management and administration of bureau operations, including the implementation and monitoring of policies, plans and programs related to administration, resource management, visitor services, protection, and maintenance.  Provides consultation and recommendations to the Bureau Chief and to park managers in the areas of administration, personnel, education, training, interpretation, citizen support organization, volunteer recruitment and utilization, and donation solicitation.  In the absence of the Bureau Chief, handles routine as well as critical matters requiring attention. 

Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Supervises managers in the operations of park units within the district.  Evaluates direct report subordinates and is responsible for time and attendance. Responsible for administering and directing the management of all operating units – state parks, state recreation areas, state preserves, state reserves, state ornamental gardens, state museums, state wildlife parks, state trails and special feature sites within an assigned district.  

Conduct on-site reviews of district parks to assess efficiency and effectiveness of operations as well as staff morale.  Will take actions as necessary. 

Assists the Bureau Chief in the development of budget requests, and allocation of funds commensurate to priorities. 

Directs the establishment of goals and objectives for each unit and reviews, approves, and monitors action plans to accomplish those goals and objectives. Monitors and assesses the operation of district units to assure cost effective operations and compliance with all Department and Division operating policies and procedures. Assures completion of and participates in conducting annual management summaries and annual performance and fiscal audits as required. 

Assists the Bureau Chief in the implementation, coordination and monitoring of all resource management programs relating to parks within the district. 

Represents the District and Division at various meetings, seminars, workshops, and conferences to obtain and furnish information. 

Performs other related duties as required. 

Required Knowledge, Skills, and Abilities:

Knowledge of: Basic management principles and practices. Knowledge of the methods of data collection and analysis. Knowledge of prescribed burn and wildlife characteristics. Knowledge of ADA requirements and reasonable accommodations practices. Knowledge of OSHA regulations and operational safety requirements and rules. 

Skilled in: Utilizing computer equipment and various software. 

Ability to: Supervise and manage a consultative program designed to ensure the resolution of managerial and operational problems. Ability to determine work priorities, assign work and ensure proper completion of work assignments. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with others. Ability to assess budgetary needs. Ability to formulate policies and procedures. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities. Ability to organize data into logical format for presentation in reports, documents, and other written materials. Ability to collect, evaluate and analyze data to develop alternative recommendations. Ability to solve problems, document work and other activities relating to the improvement of operational and management practices. Ability to conduct fact finding research. Ability to work independently, solve problems, and make decisions. Ability to coordinate emergency/crisis situations calmly and effectively. 

Minimum Qualifications:

·         Valid drivers’ license

·         Successful completion of Fingerprinting/background check

·         Ability to travel

2-bedroom, 2-bathroom, concrete block residence inside Wekiwa Springs State Park.

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Pay:

Base salary $70,000-$85,000 annually
