Minimum Biweekly Rate of Pay: $1,745.46 (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)
DUTIES & RESPONSIBILITIES
Provides on-going technical assistance and on-site response and guidance to residential programs, to include but not limited to consultation on regional requirements and procedures that effect program functions. Conducts Investigations of program incidents to include, but not limited to, youth/staff/witness interviews, video reviews, documentation reviews. Report findings on allegations, youth safety, staff remaining in contact with youth. Makes recommendations to include, but not limited to, assignment type, removal of staff from youth contact, corrective actions. Provides written report of initial assessments and site visits. Recommends corrective actions following monitoring activities that identify program deficiencies. Receives and reviews corrective action plans to determine plan appropriateness. Prepares all related reports and recommendations for corrective action and performs ongoing monitoring of corrective actions. Provides ongoing technical/coaching assistance and guidance to Providers to include, but not limited to, consultation on policies and procedures/ Administrative Rule that effect program functions. Liaison between programs and various branches of the Department (i.e. Contract Administration, OIG/CCC, etc.). Prepares written reports following monitoring activities. Completes written reports in a final draft that is clear, concise, complete, and accurate. Maintains telephone contacts with the program on a regular basis to promote effective information sharing, good communication and provide technical/coaching assistance when needed. Participates in special team monitoring as indicated by the needs of the program.
Monitors contracted provider facilities/services. Conducts site visits to ensure integrity and compliance with Florida Statutes, Administrative Rule, Departmental policies and procedures and terms and conditions of the contract. Observes, evaluates, and assesses program effectiveness. Recommends corrective actions following monitoring activities that identify program deficiencies. Receives and reviews corrective action plans to determine plan appropriateness. Performs follow-up monitoring to ensure implementation and completion of corrective actions plans. Reviews all program/facility reports for trend analysis and provides coaching assistance when necessary. Assists with pre- and post- Operational reviews for new programs
Advises appropriate administrative and programmatic staff of problems or potential problems identified during monitoring activities, incident reviews, document reviews, monthly reporting, etc.
Obtains information for the Incident Complaint Disposition Information for Office of the Inspector General (OIG) by conducting initial assessments, completing incident review forms and conducting program reviews.
Follows given timelines for follow-up in accordance with department policies; organizes tasks and responds in a timely, courteous, and professional manner for all reporting requirements and information requests. Notifies supervisor of any potential problems identified.
Coordinates and/or participates in meetings, committees, training events, workgroups, peer reviews, and task forces as requested. Participates in various task forces, workgroups, and committees as requested. Communicates with and coordinates efforts, as needed, with various state and local agencies. Coordinates and provides training as requested.
Reviews policies and procedures from Headquarters. All applicable policies and procedures shall be reviewed with deadlines as assigned.
Submits travel vouchers and timesheets within established time frames, and communicates with courtesy, respect and understanding in dealing with clients, the public and staff in a professional manner. Assists in conducting commitment staffing transfer avoidance staffing and transfer staffing as needed.
Performs other work-related assignments as required.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, skills and abilities, including utilization of equipment, required for the position:
Knowledge of: Applicable state regulations and region procedures; case conference procedures; JJIS; basic training techniques
Ability to: coordinate assigned tasks with other agencies; communicate effectively; access and input data in JJIS; analyze complex data and to design and implement appropriate performance strategies; organize and direct a multiplicity of related tasks and activities; exercise time management techniques. Must be proficient in software applications supported by the Department to include all components of Juvenile Justice Information System; Residential Services Management System (RSMS) and Central Communication Center (CCC); and Microsoft Office.
Florida Driver's License is required.
PREFERRED QUALIFICATIONS
A bachelor's degree from an accredited college or university and professional experience reviewing program operations and providing oversight to programs.
5 years of experience working with the juvenile justice system either in the community, residential programs, or program support and oversight.
Computer Software experience such as Microsoft Office.
Valid driver's license is required.
