The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This position serves as one of the Radiological Emergency Preparedness Coordinators for the Technological Hazards Section within the Bureau of Response, responsible for coordinating response and preparedness activities related to a radiological incident within the State of Florida.

 

The duties and responsibilities for this position include, but are not limited to, the following:

  • Serves as the primary liaison between FDEM and the Nuclear Power Plants (NPP) within the state (i.e., St. Lucie NPP, Turkey Point NPP, and Crystal River Decommissioned Site) and near the state (i.e., Farley NPP in Alabama, King’s Bay Naval Base in Georgia, etc.) in support of ingestion counties.
  • Coordinate radiological exercises, drills, and trainings in conjunction with the federal, state, and local partners, to include attending scenario development meetings, coordinating the federally evaluated exercises, and ensuring the continuous communication drills with the State Watch Office (SWO).
  • Participate in Radiological Task Force meetings across the state, coordinating with relevant counties to ensure continuous radiological response and preparedness.
  • Provide technical assistance to counties in the development of their Radiological Emergency Preparedness Plans and assist in the development of the state’s plan and its integration into the Comprehensive Emergency Management Plan (CEMP).
  • Coordinate the completion of the Annual Letter of Certification, in consultation with local emergency management programs, to the Federal Emergency Management Agency (FEMA).
  • Provide technical assistance to vendors, local, state, and federal partners regarding management systems utilized by the Bureau (i.e., Salesforce platforms, Invoice Submission Portal, etc.)
  • Perform other duties as assigned by leadership.
  • Perform duties as assigned during activations of the emergency operation center, work non-traditional hours and travel for extended periods. Employee must be able to deploy to anywhere in Florida or the United States for up to two weeks at a time. Travel requirements in support of emergency operations may be extensive in nature.

 

Knowledge, Skills, and Abilities:

  • Knowledge and understanding of Emergency Management principles, methods, techniques and related statutes and demonstrated ability to implement operational emergency management procedures.
  • Knowledge of and/or experience relating to nuclear power generation and/or regulation.
  • Demonstrated skill in exercising good judgment in emergency / critical situations and ability to make decisions quickly.
  • Demonstrated knowledge of planning principles.
  • Ability to coordinate multiple projects, tasking and/or priorities.
  • Ability to communicate effectively with others verbally and in writing and operate a personal computer including word processing software.
  • Ability to write correspondence and technical reports.
  • Ability to work non-traditional hours and travel on a frequent basis.
  • Ability to work and coordinate with a team

 

Minimum Qualifications:

  • A minimum of four years of experience in emergency management, public administration, or a similar field. A post-secondary degree may be used as an alternative for years of experience on a year-for-year basis. Experience in Radiological Emergency Preparedness is preferred.
  • Currently reside in or have the ability to relocate to Tallahassee or Auburndale, Florida. Relocation is at the expense of the applicant if selected.
