The Work You Will Do:

Contract Support Specialist II

Director of Operations / Corridors Program Office

 

This position will manage the Corridors Program Office/Push Button construction general assigned consultant contracts as well as develop and maintain various databases for contract files, funding allocations, and project cost estimates. This position will also act as the personal assistant to the Corridors Program Office Engineer and will carry out all administrative and secretarial functions for the office.

Your Specific Responsibilities:

Manage Corridors Program Office/Push Button Office construction general assigned consultant contracts. Identify needs and provide consultant resources by coordinating with the staff and prioritizing needs. Perform related functions including budget management, contract administration, encumbering funds, authorizing work orders, approval of invoices, and procurement of new contracts. Provide Quality Assurance for the Construction Engineering Inspection (CEI) operations to ensure compliance with CEI contract documents, CEI grading, CEI Evaluations, Department procedures, and coordinating contract administration related activities between the Department and the Consultant CEI. Responsible for coordination, development and management of CEI consultant work orders for the CEI contracts and responsible for reviewing and approving the CEI monthly invoices. Responsible for processing vendor invoices as required.

Develops, maintains, updates and monitors various Corridors Program Office/Push Button Office databases for contract files, contract funding allocations, project cost estimates, project location maps and fact sheets, project emergency contact lists, internal and external stakeholder distribution lists, Interstate project data library, and Corridors Program Office/Push Button design and construction guidance. Produces reports from these databases. Activates contracts in appropriate databases for use by the Corridors Program Office/Push Button Office. Oversees staff using the Corridors Program Office/Push Button Office and other FDOT databases to ensure that all documents are properly scanned, filed, attributed and distributed. This duty requires the incumbent to plan with and motivate employees to effectively utilize the system while maintaining current efficiencies.

Acts as the personal assistant to the Corridors Program Office Engineer. Plans, initiates, and carries out all administrative and secretarial functions of the office. Maintains the Corridors Program Office Engineer’s calendar. Represents the Corridors Program Office Engineer in their absence by referring technical questions to the appropriate area, tracking, and following work assignments and issues to ensure responses are received and completed within the defined time frames.

Receives contract documents, supplemental agreements, and unilateral payment packages and checks for accuracy and completeness in accordance with Department manuals and policies. Processes these documents by coordinating with the District Legal Department, the District Procurement Office, and other District Offices as appropriate. Inputs the particulars of each document into the appropriate databases.

Maintains and monitors Encumbrance Status Reports. Coordinates with Work Program and Financial Services Offices for requesting funds authorizations as submitted by the Corridors Program Office/Push Button Office for changes to contracts. Inputs and tracks encumbrance requests submitted to the Contract Funds Management System for authorization.

Prepares record retention paperwork for disposal of documents at the appropriate time frames. Assists in preparing various monthly, quarterly, and yearly reports for Department management.

Assists with the resolution of payment issues that involve Work Program, the Central Office Comptroller, District Financial Services, District Utilities, District Materials, Central Office Local Fund Agreement Section, and District and Central Office Florida Highway Administration Coordinators.

Evaluates the Consultant scope of services for future Consultant contracts and any Consultant contract changes. This includes assisting in the negotiation of Supplemental Agreement to Consultant contracts and preparing supplemental agreements, change orders, and contract amendments to cover unforeseen problems during the projects.

Manages the Florida Highway Patrol contract for the Corridors Program Office/Push Button Office. Responsible for encumbering funds, processing invoices and ensuring compliance with Department contractual procedures.

Serves as a direct point of contact for the District Public Information Office regarding public inquiries related to Corridors Program Office and Push Button projects. Coordinate stakeholder’s concerns with appropriate staff and provides written responses to their concerns.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of the documents used to establish Florida Department of Transportation (FDOT) contract changes. 
  • Knowledge of the concepts, terminology, principles of road and bridge development, construction, and maintenance. 

Skills in:

  • Skill in the interpretation of FDOT Manual and Guidelines.  
  • Skill in the use of personal computers, windows, word processing, spreadsheets, email, and web-based system applications.

Ability to:

  • Ability to effectively communicate (oral and in writing) with contractors, consultants, FDOT Staff, and the public. 
  • Ability to work independently and effectively with little supervision. 
  • Ability to utilize problem-solving techniques.  
  • Ability to plan, organize, and coordinate work assignments. 
  • Ability to establish and maintain effective working relationships with others.

 

Licensure/Registration/Certification Requirements:

This position requires certification in Final Estimates Level I and Level II through the Construction Training Qualification Program (CTQP). Must obtain within six (6) months and maintain thereafter.

 

Other Job-Related Requirements:

Employee will be required to be responsive to emergency situations within a short timeframe and serve in the Transportation Emergency Management Team (TEMT).

Minimum Qualifications:

A high school diploma or its equivalent; 2 years’ experience in a related field can substitute for the high school diploma or equivalency.
