The Work You Will Do:
Deputy Right of Way Manager-Operations / Director of Production/ Right of Way, Operations
This position will contribute to the agency by overseeing and managing the functional areas of Right of Way Operations. The person in this role will ensure compliance with Right of Way policies, procedures and statutes while providing essential technical support to both internal and external stakeholders. They will serve as the Department’s client representative at mediations, as needed; as well as serve as a backup to the Right of Way Manager in day-to-day duties. This position ensures that right of Way parcels are acquired in a timely manner so Projects can be certified for construction.

Your Specific Responsibilities:
Supervise employees; plan, organize, coordinate, and schedule assigned work for employees. Participate in applicant selection and hiring process. Provide employee orientation and training and prepare employee performance evaluations. Recruit and select applicants. Manage functional areas of Right of Way.
Serve as the Department’s client representative. Assist the District Title VI Coordinator in monitoring and reporting the Department's compliance with Title VI and related statutes.
Develop, implement and ensure a Quality Control Program. Assist the Right of Way Manager in developing and implementing policies and procedures. Ensure conformance with applicable laws, rules, regulations, policies and procedures.
Authorize the execution of Right of Way certifications. Review and approve invoices.
Monitor, train and assist local governments. Respond to public records requests and related inquiries.
Represent Right of Way at public meetings/hearings and workshops, and similar forums.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- And understanding of 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance.
- Right of Way Procedures Manual
- Real estate principles and practices.
- Quality assurance planning for the Right of Way program.
Skills in:.
- Use of personal computers, including a working knowledge of word processing and spreadsheet software.
- Understanding and interpreting real estate documents, appraisals and Right of Way maps.
- Planning, organizing and directing programs.
- Developing and meeting schedules.
- Problem solving.
- Eeffectively communicating orally and in writing.
Ability to:
- Identify training needs and to develop and present effective Right of Way training
- Develop and implement a quality assurance plan for Right of Way.
- Supervise.
Other Job-Related Requirements:
This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team
