The Work You Will Do:

Dist Plans Constructability Rev Spec I

District One / District Construction / Headquarters-Bartow

 

In this role, you will conduct phase reviews of construction plans for constructability and biddability purposes for both major and minor construction projects. It involves attending meetings with design project managers and Engineers of Record to discuss constructability and maintenance of traffic. It involves compiling and submitting design comments for resolution and assisting in the management of a contract for plans review including issuing tasks, processing invoices, and budgeting. This position will assist in administering the district warranty program by researching, issuing warranty deficiency letters, and coordinating with contractors to address deficient work. Some projects may involve field visits to verify site conditions.

Your Specific Responsibilities:

Conducts phase reviews on construction plans for constructability and biddability for both major and minor construction projects in accordance with the Construction Project Administration Manual (CPAM). Verifies quantities in the construction plans. Verifies that all the necessary pay items have appropriate quantities and/or pay item footnotes included. Conducts field reviews of the project design, reviews 3D construction plan deliveries, and coordinates with the Designer and the Resident Office to facilitate high-quality bid packages. Compiles and submits Construction’s review comments for resolution by the Design Project Manager or the Engineer of Record. Verifies previous phase review comments have been incorporated into the construction plans. Participates in meetings involving design scoping, phase reviews, constructability, mobility, utility coordination, etc.

 

Analyzes the traffic control plan to verify it will accommodate the current capacity during construction. Applies standards from the Manual on Uniform Traffic Control Devices, the design standards, CPAM, district guidelines and the Florida Design Manual as measures of acceptability. Checks the designer’s lane closure calculations. Represents the Construction Office in mobility meetings.

 

Provides contractual support.  Assists in preparation of contract scopes of services.  Assists in Task Work Order (TWO) preparation for specific tasks to be performed, prepares supporting documentation, and issues TWOs.  Performs financial recordkeeping and tracking of contract and TWO funding status. Reviews, approves, and processes invoices.

 

Assists the District Warranty Coordinator by performing warranty issue research and developing recommendations for the DCE.  Stays abreast of warranty specifications, tracking systems, timeframes, and criteria related to construction.

 

Assists in establishing contract duration by critical path method. Contract time should be initially developed during the Phase III design review or when the Contract Estimating System is sufficiently loaded to determine production rates. Final duration will be set once Trns*port and the utility agreements have been finalized. Coordinates with Production Units to ensure utility schedules and traffic control phasing can be accomplished in an effective manner. Attends utility pre-design meeting as needed to help communicate Construction’s concerns.

 

Verifies that the contract supplemental specifications, special provisions, and technical special provisions compliment the plans packages. Ascertains that these provisions do not override the plan’s intent.

 

Facilitates coordination with Design and Construction on all contracts for District Intelligent Transportation Systems (ITS) and Advanced Traffic Management Systems and report monthly to the District Construction Support Manager.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

  • Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area.
  • Knowledge of engineering design, construction, production and/or operations.
  • Knowledge of Construction Project Administration Manual.

Skills in:

  • Skill in using engineering tools, equipment and/or instruments.
  • Skilled in contract administration.

Other Job-Related Requirements:

  • Class E Driver’s License required.
  • Employee will be required to be responsive to emergency situations within a very short timeframe and serve on the Transportation Emergency Management Team (TEMT).

 

Minimum Qualifications:

  • A high school diploma or its equivalent; 2 years experience in a related field can substitute for the high school diploma or equivalency.

This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  1. three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
  2. any two (2) convictions of reckless driving in the past three (3) years;
  3. a suspension or revocation of the driver license for moving violations in the past three (3) years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.

 

Your driving record will be reviewed and the status of your driver license confirmed.
