POSITION DESCRIPTION: Serve in support of the District's training program to include planning, scheduling, delivery and accurate record keeping. Prepare for and deliver various Florida Department of Transportation training programs through basic Train-the-Trainer sessions and other knowledge sharing opportunities to support Instructor Led Training courses. Disseminate accurate information relating to upcoming training and development opportunities, attend scheduled training providers meetings to determine training needs and availability, develop annual training calendars and coordinate resources to ensure efficient delivery of training in support of the Employee Development Review process. Develop and coordinate training program materials.
Complete data gathering and research and analysis to make recommendations and provide reports. Support the development and maintenance of communications and media outlets (websites, newsletters, etc.) and corresponding sites relating to budget, training schedules, enrollments and completions, quality assurance compliance and corrective action status and other organizational development efforts for management and customers as requested.
Research and analyze training needs and validate customer requirements, identify opportunities for improvement and design, develop, implement and assess appropriate training and employee development programs in coordination with the Central Office Training Management Unit and other Districts. Coordinate procurement process for contracts/agreements, internal and external partnerships and other resources to ensure the availability of required and/or requested training. Provide support to Unit Training Coordinators as necessary.
Provide employees and leadership with guidance for developing, implementing and reporting training/educational, performance management, operational and/or business plans. Conduct focus groups, document data and produce reports and feedback summaries to ensure successful achievement of statewide goals and objectives. Participate in statewide and District task teams, occasionally serve as a representative of management at various meetings and make recommendations to improve performance management and efficiency in the administration and operation of the agency.
Assist in the implementation of special projects and initiatives related to training, performance management and employee engagement as requested by management. Serve as a consultant, facilitator and/or District contact to support the agency's Learning Management System, strategic planning approach and annual employee survey and other organizational development and training efforts/needs.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of industry concepts and practices relating to adult learning theories and instructional design. Knowledge of mainframe and learning management systems and applications. Skill in researching, compiling, and analyzing data to report findings and develop improvement solutions. Skill in providing presentations, consultations services, and training programs. Skill in using Microsoft Suite; including but not limited to Word, Excel, PowerPoint, SharePoint, etc. Skill in using and managing learning management systems. Skill in producing and organizing supporting materials. Ability to prioritize and complete complex work assignments. Ability to maintain accurate record keeping. Ability to facilitate and coordinate meetings, workshops, conferences, etc. Ability to communicate effectively; both verbally and written. Ability to establish and maintain effective working relationships. Ability to work independently and as a team.
OTHER JOB RELATED REQUIREMENTS: Other job-related requirements for this position: Employee will be required to be responsive to emergency situations within a very short timeframe and serve on the Transportation Emergency Management Team.
MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and two years of professional experience in adult training/education or organizational/staff development. A master's degree from an accredited college or university can substitute for one year of the required experience. A doctorate from an accredited college or university can substitute for the required experience. Application of industry concepts and practices relating to adult learning theories and instructional design or other professional experience as described above can substitute on a year-for-year basis for the required college education
