The Work You Will Do:

 District Human Resources Coordinator / Transportation Support / Human Resources

 

This position is responsible for ensuring the proper and consistent administration of human resources rules, policies and procedures, and applicable federal and state laws. This position will coordinate FMLA/FSWP leave and Worker’s Comp, as well as review appointment packages, position descriptions, and requisitions for job openings and perform other HR duties as required.

Your Specific Responsibilities:

Reviews requisitions prior to posting to People First recruitment site.  Reviews candidate lists for Veteran’s Preference (VP) applicants, follows up as necessary, and notifies hiring manager when VP review is complete.  Reviews all recruitment and selection packages and pay actions for the District to ensure compliance with applicable laws, rules, and procedures.  Coordinates approval and notifies unit of effective date.  Conducts onboarding with new hires and ensures all required documents for hiring and onboarding are completed accurately.  Provides technical assistance to hiring managers regarding selection procedures and processes.  Inputs and processes Personnel Action Requests (PARs) for actions in the People First System.

 

Assists the District Human Resources Manager with employee relations and personnel administration, as needed. Reviews and analyzes all classification actions, including add/deletes, reclassifications and update actions.  Reviews district position descriptions content for proper allocation of duties.  Verifies organizational codes and other required information on position descriptions.  Classifies positions using Department of Management Services Guidelines and in coordination with the Central Human Resources Office Classification Team. Prepares staffing charts and organizational charts for units, as needed, ensuring staffing and organizational charts accurately reflect the proper structure information and complies with Department policy.

 

Coordinates various Human Resources related actions such as workers’ compensation, tuition waivers, military orders, insurance benefits, Family and Medical Leave Act (FMLA), sick leave transfer requests, retirement, unemployment compensation, payroll, staffing, drug testing, and miscellaneous deductions.  Provides leave and attendance support to District supervisors and employees, in coordination with Central Human Resources Office.

 

Prepares reports required by District management in coordination with Central Human Resources Office.  Assists in managing all Human Resources data discrepancies and communicates with District Human Resources Manager, District Managers and Central Human Resources Office staff.

 

Serves as the point of contact for the Performance and Talent Management System. Provides assistance to District management staff for all supervisor/employee reporting relationships and works with the Central Office Data Team to initiate changes as necessary. 

 

Coordinates the maintenance of Human Resources files, public records requests, legal requests, and employment verifications with the Central Human Resources Office.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of applicable Federal employment laws. 
  • Knowledge of the State of Florida’s Statutes and Rules pertaining to State employment. 
  • Knowledge of State of Florida’s Personnel Rules and Regulations. 

Skills in:

  • Skilled in making presentations. 
  • Skilled in identifying and documenting personnel performance and conduct deficiencies. 
  • Skilled in understanding, applying and interpreting applicable rules, policies, regulations and procedures relating to operational and management activities. 

Ability to:

  • Ability to problem solve and make recommendations under stressful conditions. 
  • Ability to handle multiple tasks. 
  • Ability to establish and maintain effective working relationships. 
  • Ability to communicate effectively, verbally and in writing. 
  • Ability to use and create Excel and Word documents.
  • Ability to access, input, and retrieve information from a computer database.

Other Job-Related Requirements:

  • Employee will be required to be responsive to emergency situations within a short timeframe and serve on the Transportation Emergency Management Team.
  • This position requires a Level I Background Check.
