Your Specific Responsibilities:

This position spends most of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets.

This position is responsible for supervising inspection staff and the inspections of the Facility Program’s Unit in the Environmental Public Health Division.  This includes regulatory responsibility of the following programs: Food Hygiene, Group Care Facilities, Biomedical Waste, Tanning, Tattoo and Body Piercing, Mobile Home and RV Parks, and Migrant Labor Camps.

 

INSPECTION & STAFF SUPERVISION

The position is responsible for ensuring 100% completion of the Facility Program Unit’s inspections at the frequencies outlined in the Environmental Health Program Manual DOHM 150-4. 

 

The position reviews Daily Activity Reports (DAR's) and compares them to inspection reports to ensure accountability daily.  Monthly inspection reports are to be reviewed with each employee to ensure inspection expectations are being met.  The supervisor also will ensure ride-along inspections are conducted within office and state policy timeframes.

 

Provides for staff development and training to meet departmental objectives in the areas of quality performance, customer satisfaction, and Facility Program knowledge.

 

Meets with each staff person at least monthly and hold staff meetings quarterly.

 

Ensure DAR/EARs are completed and certified within one day of the end of the pay period.

 

COMPLAINT INVESTIGATIONS

The incumbent will ensure that all complaints related to Facility Program’s are investigated within two days of receipt, and will pull reports to ensure staff complete complaints in accordance with DOHM 105-4 Chapter Y.  The incumbent will also ensure that all public records requests are responded to and resolved within department timeframes.

 

PUBLIC RELATIONS

The employee in this position serves as a subject matter expert for media and public information.  The position also serves as liaison with other local, state, and federal agencies, and represents the department in meetings with other key governmental agencies and private organizations.

 

The supervisor of the program will consult with and advise owners, operators, contractors and the public on rules and procedures pertaining to Facility Program’s and methods of meeting statutory and code requirements.  The incumbent will consult with developers, contractors and engineers regarding plan approvals, site evaluations, and regulation interpretation and establishment approvals, and will supervise the issuing of plan provisos, letters, and denials in accordance with Florida Statues 120.

 

The incumbent will meet with the public and clients daily as needed via phone, email, or in person to ensure Facilities regulated by the department understand and comply with regulations, codes, or policies.  The supervisor will respond to customer complaints by the end of the next business day.

 

ENFORCEMENT
The employee in this position serves as the unit’s representative for enforcement meetings, and coordinates enforcement procedures within the unit.  The employee may serve as an expert technical witness in administrative and legal matters as necessary. 

 

ENVIRONMENTAL EPIDEMIOLOGY

This position supervises the staff that investigate the environmental health portion of food borne illness reports, including entering complaints into FLCORS.  This position also responds to mold complaints, assessments as appropriate, and public education.

 

OTHER

Performs duties necessary to carry on the programs of the Division as assigned, and may act as administrator of the department in the absence of the Environmental Administrator.  Assists administrator in preparing and maintaining the annual budget for all Facility Programs.

 

Coordinates the Community Sharps Program with the county, ensures red boxes are available to fire departments, participates in outreach as time permits, and ensures that the program meets code and statute requirements in the building.

 

Serves as assistant building manager for the Bartow Environmental Public Health building.

 

Attend supervisory meetings in person and online.

 

Serves as the Information Custodian of assigned information sets; maintaining the confidentiality of the information in accordance with state, and federal statutes, rules, regulations and Department of Health Information Security Policies, Protocols and Procedures, in accordance with Protocol: Security - 3, V, Sec 1-3.

 

Performs other duties as required, including performance of interpreter duties, consistent with skill level, as needed.

 

Required Knowledge, Skills, and Abilities:

  • KNOWLEDGE: Food hygiene, food and water borne pathogens, basic infection control, basic environmental sampling procedures, media and public relations, thermometer and food equipment, regulations and policies, management principles, budgets.
  • SKILLS: Organization, supervision, report writing, flexibility, managing people and programs, computer databases, interpreting laws and statutes, media and public relations, decision making, State of Florida Certification in Food Hygiene.
  • ABILITIES: Perform site inspections, interpret scientific and technical data, prepare reports, understand applicable rules, regulations, policies and procedures relating to environmental health programs, deal with the public in a tactful, courteous manner, work independently and manage groups.

 

Qualifications:

Minimum: 

  • Current Florida Driver License
  •  A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences, environmental health, public health, or engineering.
  • This position requires certification as outlined in Florida Statutes 381.0101 for Food Protection. 
  • To qualify for certification, the incumbent must possess a minimum of a bachelor’s degree and must have successfully completed a minimum of 30-semester or 40 quarter hours in environmental health, environmental science, physical or biological science, or public health.

 

Preferred: 

Four years of experience performing environmental health duties, and two years of experience as a supervisor or lead inspector of environmental health programs, training staff in day-to-day activities, presenting information to staff and community partners, providing feedback to staff and management.
