Fiscal Assistant I

 

 AGENCY DESCRIPTION: The Florida Department of Citrus is a marketing and research agency utilizing progressive insights to maximize demand for Florida citrus through a fully integrated marketing and public relations program. Based in Central Florida (Bartow), FDOC is responsible for domestic and international marketing, research, and regulation of the $6.8 billion Florida citrus industry.

 

DESCRIPTION: The Florida Department of Citrus (FDOC) is seeking a fiscal assistant to perform a wide array of duties in support of the accounting team.

 

To perform this job successfully, an individual must have a minimum of two years of clerical accounting experience, strong experience with Microsoft Office (Excel/Word/Outlook), an aptitude for learning new software programs, auditing and accounting knowledge, analytical skills, be detail oriented, ability to communicate effectively, and must have the ability to prioritize assignments to meet deadlines. Experience with state accounting systems such as FLAIR, ARIBA, WORKS or STMS as well as an understanding of State and Federal regulations and guidelines a plus.

Salary Range: $35,000 – $38,500

 

EXAMPLES OF WORK (not all inclusive):

·         Review invoices ensuring payments are pursuant to contracts, cost management plans (CMP), availability of funds, and performance of services are incompliance with State of Florida and USDA/FAS rules and regulations; set up and maintain files, vouchers, & reports; notifying agencies of discrepancies and resolving them.

·         Create and submit invoices for payment via ARIBA system; perform exception handling on all invoices submitted.

·         Post journal entries to FLAIR and assemble invoices to be sent to the Bureau of Auditing.

·         Assemble vouchers daily for director’s signature, for Bureau of Auditing and Department of Citrus files.

·         Reconcile budget control records and resolve discrepancies.

·         audit/approve travel vouchers and reimbursements.

·         Process paper warrants and EFT payments when received.

·         Assist in reconciling various monthly and annual reports.

·         Scan and import accounting documents into electronic records management system (Laserfiche).

·         Provide back up support for other accounting and administrative functions.

·         Perform other related accounting duties as requested by supervisor.

 

MINIMUM QUALIFICATIONS:

·         High school diploma or equivalent.

·         Two years’ accounts payable or other related accounting experience OR two years of college with a major course study in accounting OR any combination of education and experience equivalent to two years.

·         Strong knowledge of Microsoft Office products (Excel/Word/Outlook).

·         Strong aptitude for learning new software programs.

·         Ability to analyze, evaluate and interpret accounting data, prepare/maintain accounting records, and to understand and apply laws, regulations, policies, and procedures.

·         Ability to communicate effectively.

·         Ability to establish/maintain effective working relationships. 

·         Ability to plan, organize and coordinate work assignments as well as possess good problem-solving techniques.

·         Experience with state accounting systems such as FLAIR, ARIBA, WORKS or STMS a plus.

 

PREFERRED QUALIFICATION:

·         Preference will be given to applicants with experience in state financial and accounting systems.
