The Work You Will Do:

FMS/AMS Specialist III / District One / Traffic Operations  

 

This position will develop and manage contractual services contracts, perform engineering review and analysis for freeway and/or arterial management that includes signal operation plan development, oversee the maintenance of AMS/FMS field devices and systems, provide support during the project implementation phase, develop and manage the AMS/FMS maintenance budget forecast plan, and assist in the management if the Traffic Operations and Intelligent Transportation Systems budget.

Your Specific Responsibilities:

Develops and manages contractual services contracts, Work Program projects, and other types of agreements (maintenance and operations) that support Traffic Operations. This includes project management responsibilities associated with procuring contracts; issuing task work orders; reviewing contract deliverables; reviewing and processing invoices; coordinating Department personnel and other agencies associated with work under the contract; preparing contract correspondence; maintaining project files; and participating on Technical Review Committees (TRCs).

Performs engineering review and analysis for freeway and/or arterial management that includes signal operating plan development. Assists in development of Freeway Management System (FMS)/Arterial Management System (AMS) network maintenance and operations performance reports.

Oversees the maintenance of AMS/FMS field devices and systems. Updates and ensures the accuracy of the AMS/FMS inventory system.

Provides support during the project implementation phase, including participation in project meetings; interaction with CEI, contractors, vendors, and FHWA; and participation in project acceptance testing.

Utilizes the maintenance management system to identify, program, and track maintenance resources.

Develops and manages the AMS/FMS maintenance budget forecast plan.

Assists in the management of the Traffic Operations and Intelligent Transportation Systems budget.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Traffic engineering principes and practices
  • The Manual of Uniform Traffic Control Devices
  • Management principles and practices; 
  • Traffic operations analysis and study techniques

 

Skills in:

  • Effective oral communication
  • The use of personal computers and ability to use Microsoft Office® (Word, Excel, PowerPoint, Access, Outlook)
  • Effective written communication
  • Interpreting and disseminating traffic engineering related data

 

Ability to:

  • Collect, analyze, and interpret engineering data
  • Manage workload to produce on-time resolutions to problems
  • Establish and maintain effective working relationships

 

Other Job-Related Requirements:

Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT). Responsible for adhering to the provisions and requirements of section 215.422, F.S., related State Comptroller's rules, and the Department of Transportation's invoice processing and warrant distribution procedures.

 

Minimum Qualifications:

A high school diploma and three years of engineering, Intelligent Transportation System (ITS), traffic signal experience, or relevant employment experience developing or administering contracts relating to IT systems; or A high school diploma and three years of contract experience; or An active International Municipal and Signal Association (IMSA) Traffic Signals, Traffic Signal Inspector, or Fiber Optics in ITS certification; or An active Registered Communication Distribution Designer (RCDD) certification; or An associate of arts or science degree and one year of contract experience; or An associate of arts or science degree in engineering technology or similar relevant area of study and one year of engineering, ITS, traffic signal, or relevant employment experience developing or administering contracts relating to IT systems; or A bachelor's degree from an accredited college or university with a major in engineering, computer science, engineering technology or similar relevant area of study; or Successful completion of the Fundamentals of Engineering Exam and has an Engineer in Trainee (EIT) certification in either Florida or another State.
