HIRING SALARY RANGE: $2,877.21 - $3,723.45/biweekly range

This position will be responsible for managing the permits team, overseeing the review, coordination, and approval of FDOT permits in Polk County; ensuring compliance with state and local regulations; and serving as the primary point of contact for permit related issues.

Your Specific Responsibilities:
Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Manages the planning, reviewing, issuing and inspecting of all permits required for work within the State Right-of-Way, including inputting and maintaining information in the Departments permit tracking system. Provides management technical and engineering guidance/support to technicians and other engineering specialists to ensure that the Department's goals are met in issuance and inspection of the permitted encroachments/connections within the state road system.
Supervises, manages and directs the work of the Permits staff to coordinate the planning, permit criteria, design, traffic control, specifications and inspections between consultants, owners, contractors, and government agencies on all work being performed within the State Right-of-Way. Stays current on changes to State Policies regarding Access Management.
Receives inquiries, complaints and requests regarding the permitting requirements and maintenance standards of the State Right-of-Way. Evaluates these requests for complexity and priority in order to prepare work documents.
Maintains all relevant engineering plans and permits, which includes filing, recording and archiving of all information received. Assists engineering firms, the general public and other departments with obtaining information from Right-of-Way construction plans.
Performs quality assurance checks on all approved permits including site visits and written acceptance of the project upon completion.
Maintains contact with public officials, private companies, general public, and representative doing business with the Department. Promotes good public relations by providing accurate and timely, verbal and written responses to the public and other Department personnel.
Review Roadway Design plans, Access Management plans and design scope of services providing comments for Operations Center to designer. Be active member in meetings & field reviews of design and construction projects for maintenance and access perspectives.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of current maintenance operations, activities, rules and policies.
- Knowledge of engineering design, construction and maintenance concepts.
- Knowledge of department rules, policies, and procedures, including those in the personnel area.
- Knowledge of standard indexes.
- Knowledge of proper safety practices.
Skills in:
- Skilled in administering and managing multiple projects.
- Skilled in inspecting worksites for compliance of the department roadway standards.
- Skilled in determining work priorities and sequences.
Ability to:
- Ability to read, interpret and analyze engineering and technical data and plans/specification packages.
- Ability to lead, manage, supervise and work with diverse groups of people.
- Ability to deal with internal and external customers in a courteous manner.
- Ability to communicate effectively both orally and in writing.
- Ability to monitor maintenance/construction projects to ensure compliance with standards, specifications, rules and regulations.
Other Job-Related Requirements:
Due to the nature of this position, the incumbent must respond to emergencies when necessary. The incumbent of this position is required to work with or around Department of Corrections inmates. Must obtain certification in Temporary Traffic Control (Maintenance of Traffic) – Advanced Level within one year and maintain it. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.
