The MRP position ensures FDOT maintains safe, functional, and aesthetically consistent roadways across the district by delivering accurate, timely, and standardized maintenance data. This information allows the Department to prioritize maintenance activities, allocate resources efficiently, and meet statewide performance targets. The role also supports budgeting, planning, and operational decision‑making, ultimately strengthening the quality, reliability, and overall performance of Florida’s state highway system.

Your Specific Responsibilities:
Perform the inspection and evaluation of routine maintenance conditions as they exist in the field and determine if the highway system is maintained in accordance with established maintenance ratings. Compile Maintenance Rating Program (MRP) reports for each cost center, create graphs from these reports and distribute to appropriate Department of Transportation personnel. Manage, prepare and coordinate the actual on-site inspection and/or evaluation of the MRP computer generated random samples of roadway.
Assist Maintenance Engineer in engineering studies and reviews with maintenance staff engineers for the purpose of maintaining the condition standards. Keep current in civil engineering practices and principles as related to road and bridge construction and maintenance.
Manages contract administration and supporting documentation, including contractor communication, invoice and pay verification, budget and expenditure tracking, work documentation, field reviews, performance reporting, preparation of related agreements, and renewals.
Implement and maintain the MRP for roadway maintenance. Attend training sessions to keep current in established methods of collecting data for all maintenance elements of the MRP. This position is required to meet the qualification criteria for an MRP team leader as required by the State Maintenance Office.
Perform Quality Assurance Reviews on inventory of the Roadway Characteristics Inventory (RCI) Districtwide. Assists with compiling field inventories of all RCI features on all roadway sections within the District.
Perform other duties as required.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of civil engineering practices and principles related to road and bridge construction and maintenance.
- Knowledge of contract administration. Knowledge of basic mathematical calculations.
Skills in:
- Skilled in the use of the Maintenance Rating Program (MRP).
- Skilled in the use and interpretation of the Florida Department of Transportation Standard Specifications, policies, procedures, and manuals as related to MRP.
- Skilled to input data into computer programs and create spreadsheets/reports for management.
Ability to:
- Ability to work outdoors for extended periods of time (standing, walking, and bending) in various weather conditions or terrain.
- Ability to communicate information effectively, verbally and in writing.
Other Job-Related Requirements:
- This position requires the incumbent to be qualified as an MRP Team Leader as per Procedure #: 850-065-002-n, Section 1.3., or obtain qualification within 36 months from date of hire.
- This position will be On Call for First Response and after hour emergency calls as needed. Responsible for adhering to the provisions and requirements of Section 215.422, F.S., related State Comptroller’s rule, and Department to Transportation’s invoice processing and warrant distribution procedures. Employee will be required to be responsive to emergency situations within a very short time frame and serve in the Transportation Emergency Management Team (TEMT).
Minimum Qualifications:
- High School Diploma or Certificate of High School Equivalency, two years of infrastructure design, construction, or maintenance experience or an Associates Degree, MRP Team Leader Certification, and Class E Driver’s License.
This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
- any two (2) convictions of reckless driving in the past three (3) years;
- a suspension or revocation of the driver license for moving violations in the past three (3) years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
