Permits Coordinator II
District One/District Maintenance/Bartow Operations Center
This position is responsible for coordinating the permit process for activities occurring on state roads within Polk County. Duties include reviewing permit applications for compliance with Florida Department of Transportation (FDOT) standards, communicating with contractors and the public, scheduling pre-construction meetings and inspections, and maintaining accurate records. The role ensures safe and efficient operations on state-maintained roadways by facilitating timely and compliant permit approvals.

Your Specific Responsibilities:
Performs technical review of engineering documents for the Department’s permit program and related agreements
Performs engineering review and processing of applications and associated engineering drawings of various types of permits, Construction Agreements (CA’s) and Community Aesthetic Feature Agreements (CAFA’s), Maintenance Agreements and ensure these request are processed in a timley manner.
Provides information to applicants regarding the permitting process and assist them as needed throughout the process for approval. Meets with public officials and the private sector to advise on the permitting process.
Coordinates technical reviews with subject matter experts on items such as access management, drainage connections, and signalization within the Department as necessary to ensure compliance with code, specifications, standards and statutes prior to issuance of permits.
Performs field review of permit site conditions as needed during permitting and construction process with permittee, consultant and city/county officials to assure compliance with Department standards and specifications.
Tracks five year work program in proposed permitted area for coordination. Maintains accurate and complete records of permits, including tracking of ongoing permit reviews. Assures permit review process is completed on or before deadline and meets objectives of the permit requests.
Coordinates utility operations minimizing delays to projects through early identification and timely resolution of conflicts for construction, maintenance, materials and design of roadways within the State highway system right of way. Conducts and attends preconstruction utility conferences and attends on-site meetings to monitor utility relocations and to identify possible conflicts.
Coordinates adjustments or amendments to permits due to unforeseen conditions and emergency response to utility or other permit issue causing impacts to safety or roadways.
Assist supervisor to coordinate plans and construction review processes. This includes, but is not limited to, assisting with the resurfacing program, attending and representing this unit in construction pre-work conference, scope meetings, plans review meetings, construction reviews, walk-throughs, and communicating this information of these processes to others.

- Speaking, negotiation and dealing with the public and contractors.

- Communicate engineering information effectively
- Establish and maintain effective working relationships with others
Other Job-Related Requirements:
- Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
Minimum Qualifications:
- High School Diploma or Certificate of High School Equivalency and two years of infrastructure design, construction, or maintenance experience or an Associate’s Degree.
