The Work You Will Do:

Personnel Technician II / District 1 / Transportation Support / Human Resources

 

This position will support and assist the HR Manager, Assistant HR Manager and HR Coordinators with the administration of HR duties & responsibilities, including filing, pre-employment checks, sending onboarding documents, responding to routine employee requests, and processing HR related actions, among other duties.

Your Specific Responsibilities:

Plays a significant role in personnel administration by supporting and assisting the HR Manager, HR Assistant Manager, and HR Coordinators with the administration of HR duties and responsibilities. Serves as a District Intake Officer for Labor Relations, EOO and other related issues/complaints. Conducts confidential pre-employment checks as well as coordinates SLERS background checks. Assists in conducting onboarding with new hires and ensures all required documents for hiring and onboarding are completed accurately. Processes I-9s and E-Verify, maintaining confidentiality of personal information including social security numbers. Coordinates monthly random drug testing with selected units/employees. Organizes and processes various Human Resources related actions such as tuition waivers, insurance benefits, and miscellaneous deductions. Prepares on-boarding documents and sends them to new hires utilizing DocuSign. Reviews VPEA forms prior to HR Manager signature. Reviews Requisitions prior to HR Manager approval. Assists with the preparation of miscellaneous letters and documents, as needed. Sends W-4 reminders to new hires. Coordinates New Employee Orientation with Organizational Development as well as hiring managers. Answers questions from employees, passing on more complex issues to the appropriate staff member. 

 

Coordinates the maintenance and maintains confidentiality of Human Resources files and employment verifications with the Central Human Resources Office. Receives and submits requests made from internal and external requestors in accordance with statutes, rules, policies, procedures, and guidelines.  Responds to requests to review employee personnel records in an accurate and timely manner. Monitors authorized reviews in accordance with policies, procedures, and guidelines to maintain confidentiality. Responds to written and telephonic requests for employment verifications made by internal and external requestors. Updates Employee Contact Info as requested. Provides salary matrices to units as requested. Reviews requisitions to ensure timely closing after hires.

 

Audits Human Resource (HR) files for the Department in the electronic document management system for incorrectly filed documents and organizes them appropriately. Ensures all confidential records and files are maintained in accordance with agency procedures and requirements.  Audits HR processes for accuracy. Conducts onboarding for Central Office hires in District One.

 

Contacts supervisors and Office Managers regarding end of probationary period as well as CDL requirements.

 

Sends confidential FMLA and worker's comp documents to Central Office as needed. Updates Employment Law postings as needed.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of the State of Florida and Department of Transportation (FDOT), Human Resource procedures, rules, principles, and practices. Knowledge of Section 119, Florida Statutes (FL Public Records law).
  • Knowledge of Kofax Power PDF, Adobe or similar software systems.

 

Skills in:

  • Skilled in organizing records alphabetically and numerically; auditing final work product for accuracy.

 

Ability to:

  • Ability to redact, maintain, and protect confidential information contained in personnel records.
  • Ability to accurately complete verifications of employment and requests to view employee personnel records.
  • Ability to research and analyze issues.
  • Ability to use electronic document management systems.
  • Ability to respond to telephone calls in a courteous and professional manner.
  • Ability to work independently and as a member of a team in a collaborative environment.
  • Ability to use the People First Human Resource Management System to retrieve personal data on employees.
  • Ability to establish and maintain effective working relationships.

 

Other Job-Related Requirements:

Employee will be required to be responsive to emergency situations within a very short timeframe and serve on the Transportation Emergency Management Team. This position requires a Level I Background Check.
