POSITION DESCRIPTION: Manages various types of Corridor Planning, Concept Development, Project Development, and Environmental (PD&E) Studies, as well as PD&E and Design overlap projects. Oversees, interacts, plans, and directs the work of concept development addressing multi-modal transportation needs through a collaborative streamlined process in concert with other internal Florida Department of Transportation (FDOT) offices. Identifies, refines, prioritizes and coordinates the evaluation of these mobility needs relative to capacity, operational, and safety deficiencies. Develops recommendations regarding implementation plans for priority projects, which include evaluating preliminary engineering geometry, traffic analysis, right-of-way, utilities, cost estimates, environmental screening, funding strategies, and time frames. Manages project schedule to ensure appropriate advancement through the work program. Ensures project objectives are fulfilled. Ensures project quality meets or exceeds Department standards.
Conducts briefings for upper management, other Departments, elected and appointed officials, the general public, as well as the FDOT Office of Environmental Management (OEM) and other agencies/partners. Coordinates regularly with consultant PM. Coordinates project technical reviews and findings with appropriate FDOT staff and external partners, local governments, consultants, etc. Coordinates public involvement activities.
Provides oversight in the technical review of consultants' work efforts. Reviews and evaluates consultant work to ensure the preliminary engineering and environmental documentation is prepared in accordance with the American Associate of State Highway and Transportation Officials (AASHTO) and National Environmental Policy Act (NEPA requirements). Reviews engineering studies, conceptual plans, environmental documents, public involvement materials and graphics pertaining to the development of alternatives for these documents.
Coordinates consultant contracts. agreements, and projects. Participates in the procurement of new contracts. Understands the specifications of the consultant contract. Reviews, approves, and processes all invoices and monthly progress reports for accuracy and timely payment. Processes any work program forms needed to add or delete funds from contracts. Coordinates regularly with consultants. Know the current financial status of the contract. Evaluates consultant performance at established intervals. Ensures evaluations are entered into the system timely and accurately. Ensures that expired contracts are closed out and all remaining funds are unencumbered.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Department policies and procedures related to planning, highway design standards and plans preparation process; project management methods and techniques; problem solving and research techniques; general scopes of work, staff hours and negotiations for transportation projects; skill in using computer programs including word processing, spreadsheets, database and email applications; managing time and multiple tasks; analyzing and evaluating data, reports, procedures, policies and other documentation; effective communication through verbal, written and active listening; ability to plan, organize and coordinate work assignments; interact with Department staff, consultants, public officials, local agencies and the general public in a positive manner; review and interpret technical data; obtain required FDOT documentation necessary for project delivery; manage multiple priorities in order to achieve goals and timeframes; make timely decisions; keep projects on time and within budget; produce quality work products; work proactively independently and as a team player; comprehend and adhere to local, state, and federal engineering and environmental guidelines related to planning, design and data collection; write scopes and negotiate hours; review, analyze and evaluate data and reports; prepare correspondence and technical reports; interprets and apply transportation regulations.
OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.
MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university with a major in an area of engineering and 2 years of professional experience in the field of transportation, planning, public administration, engineering, environmental sciences, or logistics, or related field to which the position is assigned, or Registration as a Professional Engineer in accordance with Florida Statute 471. A master’s degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience, (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education
