The Work You Will Do:

This position will perform as the Project Development/Special Projects Engineer that is responsible in assisting the District Corridors Program’s planning and implementation. You will also serve as the District Interchange Review Coordinator.

Your Specific Responsibilities:
Performs highly advanced engineering work. As a registered professional engineer, this position oversees and/or signs and seals plans, reports, and other documents as required. Performs as the Project Development/Special Projects Engineer responsible for assisting in the District Corridors Program planning and implementation. Oversees, interacts, plans and directs the work of concept development addressing multi-modal transportation needs through a collaborative streamlined process in concert with other internal Florida Department of Transportation (FDOT) offices. Identifies, refines, prioritizes, and coordinates the evaluation of these mobility needs relative to capacity, operational, and safety deficiencies. Develops recommendations regarding implementation plans for priority projects, which include evaluating preliminary engineering geometry, traffic analysis, right-of-way, utilities, cost estimates, environmental screening, funding strategies and time frames, including project tracking to ensure viable projects advance through the FDOT Work Program.
Serves as the District Interchange Review Coordinator (DIRC) in preparation, coordination of District review, and achieving Central Office/Federal Highway Administration (FHWA) approval of Methodology Letters of Understanding (MLOU) and Interchange Access Requests (IAR) including Interchange Justification Reports (IJR), Interchange Operational Analysis Reports (IOAR), and Interchange Modification Reports (IMR). Performs analysis for Interstate Express Lanes within FDOT guidelines and in coordination with Central Office and adjacent Districts staff and works with Florida’s Turnpike staff in conducting traffic Toll and Revenue studies.
Reviews all phase submittals of final design projects for which a PD&E Study was prepared which includes construction plans, drainage design, utility relocation plans, signing and pavement marking plans, etc. Attends progress meetings in order to provide input on design alternatives to ensure the incorporation of all feasible concepts in the PD&E study and the resulting engineering document.
Participates in the preparation of design/build projects packages. Prepares and reviews highway design engineering portion of environmental documents, which includes layouts of design concepts for corridor and design alternatives, development of typical sections, vertical and horizontal alignments, existing and proposed right-of-way limits, preliminary intersection, interchange designs, and any graphics of schematic diagrams required for these environmental documents.
Prepares and reviews the engineering reports documentation necessary to provide a basis for engineering and environmental assessment of proposed highway or bridge improvements and assembles the draft and final environmental documents.
Provides support in the public information process. Provides necessary information to assure the public is sufficiently informed on proposed improvements. Attends public involvement meetings and public hearings to aid during the informational periods in answering individuals' questions pertaining to the proposed designs and alternatives under consideration. Conducts briefings for upper management, other departments, elected officials as well as the Federal Highway Administration (FHWA) and other agencies/partners.
Manages the assembly and collection of data such as: gathering traffic counts and turning movement count data, computing highway user cost and time delays, analyzing highway accident records, computing highway and bridge construction cost estimates, compiling right-of-way and relocation cost estimates, and gathering comments from various federal, state and local agencies pertinent to the projects. Provides oversight in the technical review of the consultants work effort. Manages and coordinates contract development and consultant man-hour negotiations. Prepares PD&E studies and Design Scopes of Services. Prepares the department's independent man-hours involved in work effort. Provides analysis and evaluation of proposals. Monitors consultants progress in administrative and fiscal aspects of projects.
Oversees and provides engineering guidance on all Permits related to Interstate Limited access.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of Florida Department of Transportation (FDOT) and American Association of State Highway Transportation Officials Design Standards
- Knowledge of Engineering Design, Construction Production and/or Operations
- Knowledge of highway design standards and plans preparation process
- Knowledge of the Project Development and Environment (PD&E) Manual and PD&E requirements
- Knowledge of environmental permitting and the various permitting agencies
- Knowledge of Design/Build Projects
- Knowledge of project scheduling

Licensure/Registration/Certification Requirements:

- Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
Minimum Qualifications:
- Registration as a Professional Engineer in accordance with Florida Statute 471 and one year of relevant experience.
