The Work You Will Do:
Right of Way Property Management Administrator
Director of Production/Right of Way
This position is responsible for supervising employees and coordinating Property Management activities. Key responsibilities include managing the disposal or leasing of Department-owned property; overseeing asbestos contracting, surveying, and abatement; supervising demolition projects; managing contracting and monitoring services; conducting project/parcel field inspections for rodent control and maintenance; and address encroachments.

Your Specific Responsibilities:
Supervise employees; plan, organize, coordinate, and schedule assigned work for employees. Participate in applicant selection and hiring process. Provide employee orientation and training and prepare employee performance evaluations.
Coordinate and direct the activities in the disciplines of Property Management, which include the disposal or leasing of Department owned property, asbestos contracting, asbestos surveying and abatement, demolition, contracting and monitoring, rodent control, producing the Department's emergency storage site list, Murphy Act roadway reservations, Sovereign Submerged Lands easements and encroachments.
Procures consultant services. Coordinate and direct the activities of right of way consultant. Ensure and monitor a Quality Control Program. Ensure data is entered into the Right of Way Management System (RWMS). Review and approve invoices.
Interpret and communicate Right of Way policies and procedures. Assist in the development of policies and procedures. Ensure conformance with applicable laws, rules, regulations, policies and procedures.
Respond to public records requests and related inquiries. Coordinate with other offices to address and resolve issues. Represent Right of Way at public meetings/hearings and workshops, and similar forums.
Serve as the Department's Client during Mediation when delegated.

Knowledge of:

- Knowledge of supervisory principles and practices.

- Skilled in verbal and written communication.
- Skilled in effective planning, organizing, and coordinating of work assignments.
- Skilled in solving problems and making decisions.
- Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software.
Ability to:
- Ability to interpret and apply Florida Department of Transportation Right of Way policies, procedures, regulations and statute
- Ability to interpret and apply federal rules and regulations.
- Ability to meet schedules in a timely manner.
- Ability to deal with the public in a tactful and courteous manner.
- Ability to read right of way maps. Ability to maintain successful working relationships and perform as a team player.
- Ability to obtain certification as Asbestos Management Planner and Inspector.
- Ability to supervise people
Other Job-Related Requirements:
This position is reponsible for adhering to the provisions and requirements of Section 215.422 F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedure. Employee will be required to be responsive to emergency situations within a very short timeframe and serve on the Transportation Emergency Management Team
