The Work You Will Do:
Right of Way Appraiser II / Valuation Services
D1 Office of Right of Way has the primary mission of acquiring the real property necessary for the construction of transportation facilities within Charlotte, Collier, DeSoto, Glades, Hardee, Hendry, Highlands, Lee, Manatee, Okeechobee, Polk & Sarasota Counties.
This position ensures high quality, well supported appraisal reports by maintaining proactive communication with appraisers, conducting joint inspections, and reviewing draft valuations. This role relies heavily on strong analytical skills to interpret market data, assess valuation methods, identify discrepancies, and recommend appropriate compensation through clear written Review Appraisers Statements and determining whether appraisal services meet standards for payment.

Your Specific Responsibilities:
Prepare and review Valuation Services reports to include highly complex projects.
Review and offer input on reports and/or other relevant work products provided by property owner experts on litigation and/or mediation matters against the Department.
Coordinate with other offices to address and resolve issues. Participate and provide support, recommendations and valuation expertise to Department personnel in litigation and/or mediation matters. Notifies management of circumstances that could affect production schedules or court proceedings. Ensure conformance with applicable laws, rules, regulations, policies and procedures.
Procures consultant services. Make recommendation of valuation services assignments based on existing and proposed workloads and project complexity. Coordinate the activities of Valuation Services consultants. Negotiates consultant and subconsultant hours. Develop appraisal scope of work for project and parcel specifics on programed projects. Review and approve invoices. Ensure data is entered into the Right of Way Management System (RWMS).
Assist in the development of policies and procedures Respond to public records requests and related inquiries. Ensure and monitor a Quality Control Program. Hold valuation training sessions as necessary. Interpret and communicate right of way policies and procedures.
Participate in applicant selection and hiring process. Provide employee orientation and training. Monitor, train and assist local governments. Represent Right of Way at public meetings/hearings and workshops, and similar forums.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of Uniform Standards of Professional Appraisal Practice (USPAP).
Skills in:
- Written communication and production of quality appraisal and appraisal review reports, memorandums, letters, and other business reports.
- Oral communication necessary to relate, implement, and follow through on required actions.
- The use of personal computers, including a working knowledge of word processing and spreadsheet software.
- Both personal and project related planning and organizing.
Ability to:
- Perform and review complex eminent domain appraisals.
- Accomplish assignments with no or minimal supervision or assistance.
- Understand right of way maps and highway and bridge construction plans, and understand the impact of a project on real estate values.
- Suggest alternative construction locations or techniques that would lessen the impacts on affected properties.
- Quickly assess factors that significantly impact recommended compensation, appraisal complexity, contracting and production processes.
- Calculate professional staff hours required to appraise a specific parcel or property.
- Identify, research and assess pertinent market data.
- Form effective working relationships with numerous persons internal and external to the Department.
- Quickly adapt to, and carry out, changes.
Other Job-Related Requirements:
- This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S., related to State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures. Employees will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
Minimum Qualifications:
- A high school diploma or its equivalent and six (6) years of appraisal experience,
or prior experience as a Right of Way Appraiser I or II,
or a bachelor's degree from an accredited college or university and four (4) years of appraisal experience,
or graduation from the FDOT Real Estate Level III Training Program and one (1) year of right of way appraisal experience,
or current certification as a residential or general appraiser.
