The Work You Will Do:

Right of Way Support Administrator

 

This position will contribute to the agency by overseeing and managing the functional areas of Right of Way Support. The person in this role will ensure compliance with Right of Way policies, procedures and statutes while providing essential technical support to both internal and external stakeholders. Monitor special projects which include assisting with development of the parcel and expenditure plan, manage roll forward and develop performance reports. Most importantly, this position ensures that Right of Way parcels are acquired in a timely manner so projects can be certified for construction.

Annual Salary Range:

Your Specific Responsibilities:

Supervise employees; plan, organize, coordinate, and schedule assigned work for employees.  Participate in applicant selection and hiring process.  Provide employee orientation and training and prepare employee performance evaluations.

Coordinate and direct Management Services which includes Work Program, Scheduling, and Cost Estimates.  Ensure data is entered into the Right of Way Management System (RWMS). Assign and monitor Special Projects which include assisting in the development of the Parcel and Expenditure Plan, managing roll forward, and developing right of way performance reports to ensure conformance with applicable laws, rules, regulations, policies, and procedures.

Assist in the development of policies and procedures.  Identify and evaluate advance acquisition opportunities.  Respond to public records requests and related inquiries.  Coordinate with other offices to address and resolve issues.  Procure consultant services. Represent Right of Way at public meetings/hearings and workshops and similar forums. Review and approve invoices.  Interpret and communicate right of way policies and procedures.  Ensure and monitor a Quality Control Program.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

Knowledge and understanding of 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance.

Knowledge of real estate principles and practices. 

Knowledge of quality assurance planning for the acquisition and relocation assistance program.

Skills in:

Skilled in effectively communicating orally and in writing.

Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software.

Ability to:

 Ability to effectively plan, organize, and work independently.                                                              

 Ability to establish and maintain good working relationships with others.                             

 Ability to identify training needs, and to develop and present effective acquisition and relocation training.

 Ability to implement a quality assurance plan for the acquisition and relocation assistance program.     

 Ability to be self-directed and skilled in problem solving.                                                               

 Ability to understand and interpret real estate appraisals and Right of Way maps.                      

 Ability to supervise.       

 

Other Job-Related Requirements:

Responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.  Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
