POSITION DESCRIPTION: Create and post legal advertisements and bid solicitation notices in an appropriate, accurate, and timely manner; create accurate bid letting proposal packages; verify project packages are in compliance with advertisement and letting requirements; process addenda in an appropriate, accurate, and timely manner; secure proper funding approval. Schedule lettings, assemble bid packages, monitor, and track plan and proposal holder information. Enter and maintain all required computer system information in a timely and accurate manner; create files and run necessary reports utilizing various required computer systems; trouble shoot issues regarding computer systems and/or computer system information and coordinate the resolution. Coordinate resolution of issues related to computer systems and/or computer system information. Acquire commodities and contractual services with simple Invitation to Bid (ITB) and Request for Proposal (RFP) methods of procurement. Seek approval from appropriate sources including Department of Transportation (DOT) representatives, or contractor/vendor, or others as specified by policy, procedure, and practice. Process procurements from Prison Rehabilitative Industries and Diversified Enterprises (PRIDE), Rehabilitative Enterprises, Services and Products of Florida (RESPECT), DOT contract, Department of Management Services (DMS) State contract, discretionary, and exempt sources through use of MyFloridaMarketPlace (MFMP). Coordinate evaluation teams, review and evaluate quotes/bids/proposals/replies and issue purchase orders and written agreements. Process complex procurements such as Performance-Based, Emergency, Fixed Capital Outlay and Fast Response contracts in accordance with statute and procedure with minimum supervision. Provide contract maintenance. Prepare and manage supplements, amendments, time extensions, change orders, and contract renewals.

 

Oversee and coordinates the tracking and reporting of procurement actions needed to achieve scheduled and unscheduled Design-Build commitments within required deadlines. Ensure that the review and approval of procurement related information by Central Office, such as planned advertisements, formal advertisements, Request for Proposals (RFP’s), addenda, Technical Review Committee (TRC) assembly, etc. occurs prior to its release. Ensure that memo funds approval is obtained prior to Design-Build formal advertisement. Oversee the Technical Advisor Presentation, Page Turn, Question and Answer session, Selection Committee, etc., as required. Review and confirm responsiveness of Design Build firms’ submittals as it pertains to Expanded Letters of Interest, Technical Proposal and Price Proposals. Participate in Statewide meetings, conferences and trainings, as required to perform job responsibilities.

 

Review bids for completeness and responsiveness; assist with bid openings, evaluate contractor bids and proposals for responsiveness, secure proper funding approval, post intended awards and coordinate award and execution of contracts in accordance with statue and procedure. Maintain complete and accurate file. Distribute proper information to the Technical Review Committee and Contract Award Committee.

 

Schedule, attend and conduct necessary meetings related to contract procurement, ensure the posting of all necessary information in an accurate and timely manner. Coordinate with project managers, the legal office, comptroller, and consultant/contractor/vendor and other sources as appropriate to provide timely action to existing contracts and in documenting all procurement actions. Analyze procurement requests, review specifications/scopes, provide instruction to project managers, assure proper solicitation development and content, and coordinates critical events.

 

Provide oversight and quality control of the District Contracts Administration Website. Review and respond to website error and compliance reports. Verify that corrections have been made and reports to the District Contracts Administrator regarding website issues and resolutions.

 

Keep abreast of changes in laws, rules, policies, processes, procedures, and computer systems and participate in their review process when available; actively participate in task teams to review and update procedures, process, documents, and activities for the purpose of improving the efficiency of the unit as necessary under the guidance of the supervisor. Perform Quality Assurance/Quality Control review of contract documents as necessary.

 

Provide assistance to the public and other District personnel in the area of Contract Procurement. Participate and provide administrative and outreach support services that result in utilization of qualified Disadvantaged Business Enterprise, Minority Business Enterprise, and Small Business Enterprise firms. Reports unique or problematic questions and issues to immediate supervisor.

 

Enter all pertinent data into the required database in an accurate and timely manner. Enter and maintain required information in the Florida Department of Transportation Florida Accountability Contract Tracking System (FDOT FACTS).

 

Conduct informal training sessions for project and cost center managers and consultant/contractor/vendors to improve understanding of the Department's procurement process. Assist project managers in the resolution of vendor performance and contract compliance issues.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of procurement rules, procedures, statutes, and guidelines related to contracting. Knowledge and ability to communicate effectively both verbally and in writing. Knowledge of word processing, spreadsheet, and database personal computer applications. Skilled in the various procurement methods, contract types, and contract requirements. Skilled in reviewing documents for compliance, accuracy and completeness. Skilled in conflict and problem resolution. Ability to establish and maintain effective working relationships. Ability to exercise independent judgment, complete assignments and meet deadlines with minimal supervision. Ability to research and analyze data. Ability to work effectively as a team member.

OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.

 

MINIMUM QUALIFICATIONS: An associate's degree from an accredited college or university and three years of non-professional or professional business experience; or a bachelor's degree from an accredited college or university and one year of professional business experience; or a master's degree from an accredited college or university. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required education. Florida Certified Conctract Manager (FCCM) or Engineering Intern (E.I.) license can substitute for 2 years of experience.
